In conclusion, <br />[Mr. Briggs stated that he feels the State of Minnesota will make a decision in two or <br />'three weeks on the Pelican Rapids Hospital. <br /> <br /> <br />Concerning the election process for Board members to the Minn-Dak Health Council, <br />Briggs stated that the Council is now examining their entire election procedure <br />he invited the Commission to submit any comments and recommendations they might have. <br /> <br />On motion by Mrs. Stanton and seconded by Mr. Satrom, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MARCH 15, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />, Mrs. Stanton moved and Mr. Satrom seconded that the minutes of the previous meeting <br />:be approved as written. Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mrs. Stanton moved and <br />iMr. Satrom seconded that the Chairman be authorized to sign the permits with the <br />iNorthwestern Bell Telephone Company to bury cable in several different locations. <br />Motion carried. <br /> <br />The Auditor received a letter from the State Highway Department concerning <br />correspondence sent to the Board in June of 1976 regarding transfer of road right of way. <br />The matter was referred to the County Road Department, and evidently no further action <br />;was taken. Mrs. Stanton moved and Mr. Hendrickson seconded that the matter be referred <br />to the States Attorney and the Road Department for their recommendation to the Board <br />next Wednesday. Motion carried. <br /> <br />The County Director of Tax Equalization appeared before the Board concerning <br />iproblems in purchasing additional right of way for County road projects. Mr. Miller <br />!suggested that the County, in the future, attempt to purchase the right of way for <br />iroad projects at least a year in advance.- Also, he is having difficulty getting the <br />tnecessary information to establish a fair price for the right of way, and Mr. Scheffler <br />stated that they will assist Mr. Miller on this. <br /> <br />, Tom Jensen, County Social Services Director, appeared before the Board to explain <br />'the Individual and Family Grant Program, which the Governor has designated the <br />County Social Service Board's in North Dakota to administer to families who suffer losses <br />,from natural disaster and who do not have any other source of assistance. Mr. Hendrickson <br />moved and Mrs. Stanton seconded that the Cass County Commission go on record to participate <br />in the Individual and Family Grant Program through the County Social Service Office, and to <br />investigate the possibility of getting 100% reimbursement from the Federal Government. <br />;Motion carried. <br /> <br />Upon the request of Tom Jensen, County Social Services Director, Mrs. Stanton moved <br />,and Mr. Sondrall seconded that three foster parents be authorized to attend the conference <br />iin Houston, Texas. Motion carried. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Chairman be authorized to <br />sign a resolution concerning the Garrison Diversion Project, whereby the Cass County <br />Commission condemns legislation proposed by the Department of the Interior as unacceptable <br />in providing the compensation due the State of North Dakota and its communities for the <br />great losses they have incurred in the development of the Garrison Diversion Project; and <br />that the Cass County Commission strongly reaffirms its continued support of the <br />Garrison Diversion Unit as authorized by Public Law 89-108 (79 Stat. 433) as the only <br />'reasonably acceptable plan of development that fulfills the moral obligations of the <br />Federal Government.
