The motlon carrled wlth Mrs. Stanton opposing because <br />she 'feels the A-95 Reviews do not give enough information. <br /> <br />I Mr. Hendrickson moved and Mr. Satrom seconded that the A-95 Review for Southeat Mental <br />I Health in the area of drug abuse and youth treatment be given a "Favora'ble Review". <br />I Motion carried. <br />I <br />I <br /> <br />Committee reports were given. <br /> <br />A-95 Review for <br />drug abuse and <br />youth treatment <br /> <br />On motion by Mr. Hendrickson and seconded by Mr. Satrom, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MARCH 8, 1978 <br /> <br />Chairman Wold called the meeting to order and four members were present, <br />IMr. Sondrall being absent. <br /> <br />I Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous <br />I meeting be approved as written. Motion carried. <br /> <br />Plat of Miller's I' Upon the request of Lee Sprague from the Moore Engineering Company, Mr. Satrom <br />1st Subd. apprvd. moved and Mr. Hendrickson seconded that the Plat of Miller's First Subdivision in <br />I Section 31, Reed Township, be approved and the Chairman authorized to sign the plat. <br />Motion carried. <br />I <br /> <br />Old Federal bldg.~ Attorney Shelley Lashkowitz appeared before the Board with the suggestion that <br />suggestion for Col the County consider leasing the old Federal building on 1st Avenue North, as he felt <br />to use this for I that it could be made into an all-Courts building. He stated that the 1st floor and basemenl <br />all-Courts bldg. have been vacant for several years. Mrs. Wold stated that perhaps the Board could look at <br />I the bUildin~ and give t~iS ~ome thOUght., , <br /> <br />i Regardlng the appllcatlon for a gambllng permlt for the Wheatland Rod and Gun Club <br />I which was de~ayed from last,week, ~he States Attorney explai~ed that their prior violation <br />i of the gambllng law was an lnfractlon and they were not convlcted of a felony or a <br />i class A misdemeanor. Therefore, he felt the County could issue them another gambling permit <br />IMrs. Stanton moved and Mr. Hendrickson seconded that the Wheatland Rod and Gun Club be <br />I issued a gambling permit for the third Thursday and -the second and fourth Saturday of each <br />month from April 1, 1978 to April 1, 1979. Motion carried. <br /> <br />Officer's Reports Mr. Hendrickson moved and Mrs. Stanton seconded that the following Officer's Reports <br />for February for February be received and filed: Motion carried. <br /> <br />Gambling Permit <br />issued to Wheat- <br />land Rod & Gun <br />Club <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,146.75 <br />$11,604.67 <br />$ 8,466.70 <br />$ 2,184.25 <br /> <br />Vouchers approved Mr. Hendrickson moved and Mrs. Stanton seconded that Vouchers No. 49,023 through <br />No. 49,845 and Revenue Sharing Vouchers No. 155 through No. 160 be approved and ordered paid, <br />Motion carried. <br /> <br />I <br />Lost Instrument I Mrs. Stanton mov~d and Mr. Hendrickson seconded that the Indemnity Bond on <br />Bond for R.MajerupLost Instrument for Rlchard Majerus be received and filed and the Auditor authorized <br />I to issue a duplicate check. Motion carried. <br /> <br />Lake Agassiz & I Upon the recommendation of the Cass Cou~ty Planning Commission, Mrs. Stanton moved <br />Metro Council to I and Mr. Hendrickson seconded that Cass County request the Lake Agassiz Regional Council <br />conduct land use! and the Metropolitan Council of Governments to conduct a land use study, including zoning <br />study I and building permit regulations. The motion carried with Mr. Satrom opposing. <br /> <br />Disc. with Exec. I Discussion was held with Mr. Bruce Briggs, Executive Director of the Minn-Dak <br />Director of I Health Systems, Inc. Also present was Mr. Bob Wolter, Administrator of St. John's Hospital <br />Minn-Dak Health i and a member of the Minn-Dak Board. Mr. Hendrickson informed Mr. Briggs that if the matter <br />Systems Inc. i with the Pelican Rapids, Minnesota, hospital is not reconciled favorably, he will <br />re: pelican Rapi~ personally vote to withdraw the County's support to Minn-Dak Health Systems, Inc.; and this <br />Hospital i matter will be discussed at the 5-County meeting in Valley City and at the North Dakota <br />I Commissioners Convention in November. Mr. Briggs stated that the reason for their action <br />Ion the Pelican Rapids hospital was that the major expense of a hospital is the operating <br />i expense and if it loses money, this becomes a greater expense than the construction costs. <br />I He further stated that hospitals are no. longer sponsored only by the people of the <br />I community--about 10% is from direct costs to the patient, 35% by insurance premiums and <br /> <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />i <br />i <br />I <br />
