PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA --.-.,.--------------'--.~,---.-___..________._____.._.______~!!,'1iF!j~I_~,~~~!_~~~.~~,,~~~~....~~f:__.i26i1~___ I ' I Upon the suggestion of the North Dakota Public Service Commission, Mr. Hendrickson !moved and Mr. Satrom seconded that the County begin negotiations with the Burlington Norther IRailroad Company urging them to install automatic flashing light signals, at their expense, /at the railroad crossings on County Road 24 in the City of Riverside and on 12th Avenue Nort Motion carried. Shff. Annual I Sheriff Jack Dailey presented his Annual Report for 1977. No copy was filed with the Report County Auditor. Shff. presented I Sheriff Dailey also presented a proposed contract with the City of Fargo for housing contract for I their prisoners when the County Jail is reopened. Mr. Hendrickson moved and Mr. Satrom boarding of pris-I,iseconded that the Board meet with the Sheriff's Department to arrive at new figures oners when jail for the boarding of prisoners in the County Jail. Motion carried. The Board meeting is re-opened IWill be continued at 1:30 P.M. today to meet with the Sheriff's ~epartment. Furniture for Jai~ Glenn Ellingsburg appeared before the Board regarding grant requests for tables and to be purchased I' chairs for the Attorney Conference Rooms and for tables and stools for the Day Room area from Revenue I in the Jail. He was informed that the Law Enforcement Council has no funds available at thi Sharing funds I time for the furniture. The estimated cost of the tables and stools for the Day Room is 1$3,700, as it is a Federal standard that they must be galvanized steel or stainless steel land they must be attached to the floor. The estimated cost of the furniture for the !three Attorney Conference Rooms is $350.00. Mrs. Stanton moved and Mr. Hendrickson i seconded that the County purchase the furniture for the Day Room and the Attorney I Conference Rooms, the money to be paid from Revenue Sharing. Motion carried. i SE Mental Health !, Mr. Ellingsburg also stated that when the Jail is re-opened, the Southeast Mental Center permitted I Health and Retardation Center will be establishing a Public Inebriate Program in the to install a jail addition. Co. to req. BN to install auto. signal lights at 2 crossings Ralph Cameron Mr. Ralph Cameron asked several questions about the proposed solid waste disposal asked questions plan. Mrs. Wold stated that this will be a County-wide system but the garbage pick-up on the solid waste will remain the same as in the past, except that the garbage will first be shredded plan I before being dumped in a landfill. Mr. Cameron felt that the rural areas should have been imore involved in the project. Lake Agassiz Reg. Motion carried. Mr. Rustad also presented the Quarterly Report of the Lake Agassiz Regional Council. Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign Grant Award and Acceptance from the Law Enforcement Council for a student intern the States Attorney's Office. Motion carried. Vouchers apprvd. Mr. Hendrickson moved and Mrs. Stanton seconded that Vouchers No. 48373 through No. 49022 and Revenue Sharing Vouchers No. 151 through No. 154 be approved and ordered paid. Motion carried. Plat of Communi-ty Baptist Church Subd. approved Contract prices set for boarding of prisoners & ! contracts to run I until July 1, '78~ at which time I they may be reviewed I I I I I I I I On motion by Mr. Hendrickson and seconded by Mrs. Stanton, the meeting was recessed until 1:30 P.M. to meet with the Sheriff's Department. All members were present at 1:30 P.M. Mr. Satrom moved and Mr. Sondrall seconded that the Plat of Community Baptist Church Subdivision in Barnes Township be approved and the Chairman be authorized to sign the plat. Motion carried. Discussion was held with Sheriff Jack Dailey, Chief Deputy Donald Rudnick and Glenn Ellingsburg from the Jail on the contract for boarding of prisoners in the County Jail when it is re-opened. Mr. Hendrickson moved and Mrs. Stanton seconded that the County charge $15.00 per day per prisoner for boarding Federal, State and out-of-county prisoners. Motion carrie, Mr. Satrom moved and Mrs. Stanton seconded that the County charge $10.00 per day per prisoner for boarding Cass County prisoners. The motion carried with Mr. Sondrall opposing because he feels it is too high. Mrs. Stanton moved and Mr. Hendrickson seconded that the contracts for boarding of prisoners shall be in effect until July 1, 1978, at which time they may be reviewed. Motion carried. On motion by Mrs. Stanton and seconded by Mr. Satrom, the meeting was adjourned.
