Motion carried. <br /> <br />Bridges to be I Roy Scheffler, County Road Superintendent, reported that the County is eligible <br />repaired with Ito receive 75% matching funds on six bridges but they must be ready to be, bid when the <br />75% matching fund~money becomes available. He stated that there are two bridges which they would like to <br />from govt. have ready for bids when the money becomes available. One is on County Road 5 south of <br />Wheatland and the other one is 4 miles north of Mapleton. Mr. Satrom moved and <br />Mr. Hendrickson seconded that Mr. Scheffler bring back his recommendations for these <br />two bridges. Motion carried. <br /> <br />Board favors auto. A delegation appeared, represented by Carl Grindberg, to request that automatic signal <br />signal lights at I lights be installed at the railroad crossing on County Road 16 at Davenport. Mr. Sondrall <br />railroad crossing I moved and Mr. Hendrickson seconded that the County go on record in favor of improving <br />at Davenport ; this crossing, and that a letter be written to the State Highway Department. Motion carried <br />i <br />Letter from City", The Auditor received the letter from the City of Riverside request,ing automatic signal <br />of Riverside re: lights at the Burlington Northern crossing on County Road 24 in the City of Riverside. <br />auto. signals at 'I Mrs. Stanton moved and Mr. Satrom seconded that this letter be received and filed, <br />BN crossing and the request be forwarded to the State Highway Department. Motion carried. <br /> <br />Mayor & City Aud. I Robert Winge, Mayor of Riverside, and Mrs. Eileen Sinner, City Auditor, appeared <br />of Riverside req. !to request the Board to reconsider their action of January 11, 1978, to remove <br />Board to recon- I County Road 17 through the City of Riverside from the County Road System. They stated <br />sider their actioDthat the city does not have the funds ,to maintain the road at this time. Mr. Hendrickson <br />to remove C17 froiliasked that this matter be postponed fo~ one week to give it further thought, and <br />the Co. Road Sys. I'chairman Wold asked the Commi~sioners with the,road and bridge portfolios to meet with <br />through Riverside Mr. Scheffler and come back wlth a recommendatlon. _ _ <br /> <br />Disc. on Dutch El~ Walt Ness, County Extension Agent, and the County Extension Horticulturist <br />Disease I appeared before the Board with Dr. Robert Stack, NDSU Plant Pathologist, and <br />I Robert Heintz, Extension Forester. They gave an interesting report on the Dutch Elm <br />I Disease and recommended that the County implement some type of control program on a <br />I small scale as they have located some trees along the Rush River near Amenia <br />II that have been infected. Dr. Stack stated that it takes about 10 years for the disease <br />to build up and then there can be great loss. He stated that June or early July <br />would be the best time to do a survey and they recommended using a helicopter to <br />i fly over the County, but he stated that a year from this summer may be soon enough <br />I to begin such a program in Cass County. Mrs. Stanton moved and Mr. Hendrickson <br />I', seconded that the Cass County Extension Service investigate the possibilities of a <br />Dutch Elm Disease Control Program, and that he obtain some figures and projected costs <br />I before the ~ounty's next budget session. Motion carried. <br /> <br />Irvin Dietrich! The County Extension Agent informed the Board that Irvin Dietrich has resigned as <br />resigned as Co. I County Weed Control Officer, and Mr. Ness recommended that the Board appoint a <br />'Weed Control Offc,!.new officer at least by March 17th. The appointment was placed on the agenda for <br />February 7th. <br /> <br />I Jonathan Garaas appeared before the Board, also on behalf of David Garaas, to submit <br />their resignations as Assigtant States Attorneys, effective January 31st, for the <br />efficiency of the County States Attorney's office due to the appointment of John Garaas <br />'I as First Judicial District Judge. Mr. Hendrickson moved and Mrs. Stanton seconded <br />'that the Board receive and file the letter of resignation from Jonathan and David Garaas <br />I with regrets but expressing appreciation for the excellent work they have done for <br />Icass County. Motion carried. <br /> <br />Gambling permit An application was received from the Erie Legion Club for a gambling permit. <br />issued to Erie IMrs Stanton moved and Mr. Satrom seconded that a gambling permit be issued to the <br />Legion ClubEri~ Legion Club for March 3, 1978, at the Erie Fire Hall. Motion carried. <br /> <br />Gambling permit I An application was received from the Fargo-Moorhead "Y" Men's Club for a gambling permit <br />issued to F-M "Y"iMr. Hendrickson moved and Mrs. Stanton seconded that a gambling permit be issued to the <br />Men's Club j'FargO-Moorhead "Y" Men's Club for the week of July 7th through 14th, during the 1978 <br />Red River Valley Fair, at th~ Fairgrounds.
