Mr. Satrom moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Satrom moved and Mr. Hendrickson seconded that the Board adopt a resolution te the State Highway Commissioner to remove the one mile of road from U.S. Highway 10 through the City of Riverside from the County Road System. Motion carried. Discussion was held on the portion of County Road 24 which has been annexed !to the City of Riverside, but it was decided not to drop this portion from the County Road System at this time. The County Auditor received a letter from Wallace Owen, Chief Engineer of the Public Service Commission, enclosing copies of correspondence they received from the West Fargo School District and the City of Riverside whereby they objected to the proposed new railroad crossing on this road because it will not be protected by automatic signals. Upon the recommendation of the County Road Superintendent :through advice of the State Highway Commissioner, Mrs. Stanton moved and Mr. Hendrickson seconded that the County Auditor notify the City of Riverside that they should mak~ application to the County for signals at this crossing, and the County will submit their request to the State Highway Commissioner. Motion carried. The County Road Superintendent reported that he contacted Henry Wisness of the 'State Highway Department on the status of the County Road 31 bridge project and was informed that they will be deciding on the length of the bridge and will then turn it back to Moore Engineering, and Mr. Moore informed Mr. Scheffler that it will not take them long to complete the plans. Roger Fenstad from the Moore Engineering Company was present and stated that the project will be bid probably in February. He stated that he will report back to the Board after meeting with the State Highway Department. Upon the request of Mr. Fenstad, Mr. Hendrickson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the Agreement for Construction Engineering 'Services and the Agreement for Prelim~nary- Engineering Services Structures for the County Road 20 bridge. Motion carried. The Auditor read a letter from Erhardt Krabbenhoft of Davenport regarding the paving of County Road 16 from County Road 17 east to Interstate 29. Mr. Krabbenhoft will be informed that this road is on the County's plans for next summer. Mr. Hendrickson recommended that the Board meet in the next 2-3 weeks to update the road construction program for the next 5 years. Mr. Hendrickson moved and Mr. Sondrall seconded that Art Lieb, Juvenile Supervisor, ibe authorized out of state travel on February 23rd and 24th to Dallas, Texas, at no expense to the County. Motion carried. Mr. Lieb reported to the Board that there has been a tremendous increase in child abuse cases which require several hearings on each case. He requested !authorization from the Board to hire a court reporter in place of a stenographer who was transcribing from a tape recorder. Mrs. Wold stated that she would like to consider this request for a week, and Mrs. Stanton suggested that this request be submitted in writing. Mr. Hendrickson moved and Mr. Satrom seconded that Mr. Lieb's request be denied at this time. The motion carried with Mr. Sondrall dissenting. Mr. Lieb stated that he will submit the request in writing next week. Mr. John Meyer appeared before the Board regarding Veteran's Tax Exemptions for 1978. Mrs. Stanton moved and Mr. Satrom seconded that the following resolution :be adopted: Motion carried. BE IT RESOLVED, That pursuant to the provisions of Section 57-02-08 (20) North Dakota Century Code and in accordance with the applications for the following and the showing by the Auditor's Worksheet in compliance with the Statute that the unpaid taxes for the year 1977 be cancelled and that the County Auditor and County Treasurer be hereby directed to take such action as required to accomplish the cancellation of said taxes of record to the extent listed below: NAME AND ADDRESS Arthur G.
