Box 2860
Fargo, ND 58108

Dear Robyn:

As you are probably aware, an effort is underway in Fargo-Moorhead to support the
retention of the North Dakota Air National Guard/ll9th Fighter Wing in Fargo during
the current U.S. Department of Defense Base Realignment and Closure process
(BRAC) authorized by the United States Congress. The participation and support of
Cass County is vital to the success of the efforts of the Fargo-Moorhead Air National
Guard Support Group, a committee of the Chamber of Commerce of Fargo
Moorhead.

Our committee is soliciting contributions from area stakeholders to help us with our
work. We anticipate needing to raise $200,000 to fund an important effort to "make a
case" for retaining the North Dakota Air National Guard "Happy Hooligans" here
during the nearly two year process. While all members of our talented and
experienced committee are working on a volunteer basis, it is essential that we have
the help of expert consultants to lead us through this review with the Department of
Defense.

The city of Fargo became the lead investor in this effort with a pledge of $50,000,
followed by the Municipal Airport Authority with a pledge of $25.000 and the
FCCEDC with a pledge of $25,000 and Ulteig Engineers with a pledge of$5,000. A
study we just completed revealed that residents ofCass County as members of the
Happy Hooligans received paychecks totaling $15,248,522 during the past year. If
our effort is successful, we will preserve, or perhaps enhance that impact on our
economy. With that in mind, we request that Cass County consider investing $25,000
to support the committee. A complete accounting of our expenses will be provided to
all of our investors, and any surplus funds will be returned on a pro rata basis.

Thank you for your consideration. We will he happy to provide answers to any
questions you may have. Please put me on the agenda for a future Commission
meeting.

!J:J¿ J Jj£)

Dick Walstad, Chairman
Fargo-Moorhead Air National Guard Support Group
clo Chamber of Commerce of Fargo Moorhead

IJ

.........

Unifying and advancing business and community interests in OUT Tegion
