We've had a few requests from residents for <br />dust control adjacent to rural farmsteads this spring. I would anticipate <br />more requests as the summer progresses especially if the dry period we've <br />experienced in recent weeks continues. <br /> <br />I would like to discuss this matter with the Commission. I've listed the <br />guidelines that I'd recommend we follow below. I've also included a <br />recommended request form and dust control cost estimate. We've found <br />that treating between 500 and 750 feet of road adjacent to a rural residence <br />does provide a significant reduction in dust. The product we've used in <br />recent years is magnesium chloride. There other products that we may <br />wish to try on a test case basis. <br /> <br />Proposed Cass County Highwav Department Dust Control Guidelines <br />1. Cass County Government may provide dust suppressant on a <br />reimbursable basis on Cass County Highways adjacent to rural <br />residences or businesses as workload of the Highway Department <br />allows. <br />2. Cass County may also fund the dust control on County or Local roads <br />if, in the County Engineer's judgment, County Employees or <br />Contractors performing work on County projects are causing or <br />significantly contributing to the dust problem. The County may also <br />fund work performed on County Highways on a test case basis. <br />3. Cass County will not provide dust control on any roads that are not <br />part of the County Highway system except as listed in item 2 above. <br />4. The County Engineer should set rates that cover the estimated <br />material, equipment, and labor costs of the program. <br /> <br />SUGGESTED MOTION: Approve the proposed dust control guidelines <br />and authorize County Engineer to operate program in accordance with the <br />guidelines. <br /> <br />J:\Admin-Eng\Commission Corrsp\2004 (orrespondence\Agenda Item 051904 - Dust Control Guidlines,doc <br />
