<br />Commission Minutes--May 3, 2004 <br /> <br />2721 <br /> <br />8. <br /> <br />ROAD DEPARTMENT, Sprina load restrictions discontinued with one exception <br />MOTION, passed <br />Mr. Meyer moved and Mr. Vanyo seconded to discontinue spring load <br />restrictions for Cass County hard-suriaced highways on May 4, 2004, and <br />for Cass County gravel highways on May 12, 2004, except for Cass 6 <br />from Cass 5 to State Highway 18 (Class 1). On roll call vote, the motion <br />carried unanimously. <br /> <br />9. <br /> <br />ROAD DEPARTMENT, Memorandum of aareement with State Aariculture Department <br />MOTION, passed <br />Mr. Meyer moved and Mr. Vanyo seconded to authorize the chair to sign <br />a memorandum of agreement with the State Department of Agriculture to <br />use the County Highway Department yard for one day for a chemical <br />collection site. On roll call vote, the motion carried unanimously. <br /> <br />10. CONTRACT APPROVAL, Swanston EQuipment Company; State Hiahway Department <br />MOTION, passed <br />Mr. Meyer moved and Mr. Vanyo seconded to approve the following <br />contracts submitted by respective department heads, subject to state's <br />attorney approval, and authorize the chair to sign: On roll call vote, the <br />motion carried unanimously. <br /> <br />Swanston Equipment Company--striping on various county highways; <br />North Dakota Department of Transportation--additional funding in the <br />amount of $5,200 for overtime expenses associated with seatbelt <br />activity. <br /> <br />11. #2004-5 PROCLAMATION, Social Service Foster Care Month. May 2004 <br />MOTION, passed <br />Mr. Meyer moved and Mr. Vanyo seconded to authorize the chair to sign a <br />proclamation for Foster Care Month, May 2004, as follows: On roll call <br />vote, the motion carried unanimously. Kathy Suedel, from Cass County <br />Social Services, was present and talked about the need for more foster <br />care families. <br /> <br />Proclamation <br />WHEREAS, in Cass County there are 322 children and youth in foster care being provided <br />with a safe, secure and stable home along with the compassion and nurture of a foster <br />family; and <br /> <br />WHEREAS, foster families who open their homes and hearts to children whose families are <br />in crisis playa vital role helping children and families heal and reconnect and launching <br />children into a successful adulthood; and <br /> <br />WHEREAS, foster homes are licensed for fewer children today than they were prior to 1985, <br />resulting in a greater need for more foster families; and <br /> <br />WHEREAS, the majority of children in out-of-home care have siblings, and agencies often <br />are unable to keep these siblings together; and <br />
