<br />Cass County Commission <br />April 21,2004 <br />Page 3 <br /> <br />The other alternative is for the Weed Board to establish their own personnel <br />policies, benefit policies, develop their own pay structure, obtain work force <br />safety insurance, obtain a federal employer identification number, and either <br />purchase a payroll system or setup their payroll manually. The county would <br />have to do all of the financial work since we hold the funds and pay the bills. <br />We would have additional payroll tax deposits, additional benefit checks to <br />write, and additional federal and state filing requirements for taxes and work <br />for safety insurance. <br /> <br />I took a quick e-mail survey of other counties last week. Of the 35 counties <br />that responded, two do not include them in the county system, two have them <br />as independent contractors, two weed control officers are the county agent and <br />paid by the state, and 29 include them in the county system. As the chief <br />financial officer and a taxpayer of Cass County, I would recommend we do <br />the same as we have in the past and as 29 counties are still doing. <br /> <br />Sincerely, <br /> <br />g~' '¡2¡Vt¡-~ <br />~t:~1 M:ntplaisir, 'C~ ~- <br /> <br />County Auditor <br /> <br />SUGGESTED MOTION: <br />Move to cooperate with the County Weed Board in their efforts to streamline <br />the administrative part of the running of the weed department and allow the <br />County Weed Control Officer to be a county employee for all employment <br />matters with the exception that the Weed Board does the hiring, supervision, <br />discipline, and termination. As the Weed Board has already created a job <br />description, vacancy notice, advertisement, and has made a decision to use the <br />pay range in effect for the WeedNector Control Officer as of 2003 no <br />additional pre-employment forms will be required. These forms, along with <br />commission minutes regarding the structure shall be included in the <br />employment file for this position <br />
