CASS CDlJNIY
GOVERNMENT
..I..

Auditor

April 21, 2004

RECENED
APR 2 1 2004

Board of County Commissioners
Cass County Government
Cass County Courthouse
211 9th St. S.
Fargo ND 58103

CASS COUN I Y ¡;UMM~ION

Michael Montiplaisir, CPA Re: Weed Control Officer
701-241-5601

Treasurer Dear Commissioners:

For the purpose of paying the Weed Control Office, we need to have some
direction on how the County Commission wishes to proceed.

Charlotte Sandvik
701-241-5611

Director of
Equalization

Frank Klein
701-241-5616

Box 2806
211 Ninth Street South
Fargo, North Dakota 58103

Fax 701-241-5728

www.casscountygov.com

The Weed Board requested and the County Commission, on a three-two vote,
accepted a recommendation from the Weed Board to separate the Weed and
Vector positions and allow the Weed Board hire the Weed Control Officer.
That actual motion reads as follows:

"Mr. Meyer moved and Mr. Bennett seconded to accept a
recommendation from the Cass County Weed Control Board to
separate the weed and vector operations and authorize the Weed
Control Board to hire a weed officer and oversee the duties of this
position. On roll call vote, the motion carried with three members
voting "Aye" and Mr. Wagner and Mr. Vanyo voting "No"."

Before and after the meeting, I was left with the impression the County would
do whatever we could to assist the Weed Board in the transitional period of
hiring a new officer. It was with that understanding that I attended a weed
board meeting held on April 8th to facilitate the financial aspects of the Weed
Control District. As part of that meeting, I suggested since they wanted to
have responsibility over the hiring, supervising, and firing of the officer, that
we continue running the payroll and benefits through the county like we had
in the past. The actual motion passed by the Weed Control Board is as
follows:

"Mr. Hagen moved and Mr. Ecker seconded that the Weed Control
Officer position be considered a county employee for administrative
purposes only, with the hiring, firing and supervising duties being the
responsibility of the Weed Control Board. Motion carried
unanimously."
