Commission Minutes-May 4, 2009 3512 <br />Mr. Pawluk is concerned the concrete white topping will not hold up to the climate in this <br />area. Mr. Soucy said concrete has a longer life and requires less maintenance than <br />asphalt. Their department conducted extensive research on other entities that used <br />concrete white topping on roads. Mr. Soucy described the process which will be used to <br />ensure the material will bond with the road. <br />Mr. Wagner said this white topping project and other construction projects were discussed <br />at a previous Road Advisory Committee meeting. He said the county is receiving federal aid <br />and if the contracts are not approved, the county will lose the federal funds. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the following <br />contracts: On roll call vote, the motion carried unanimously. <br />North Dakota Department of Transportation-resolution to sign <br />contract with Upper Plains Contracting, Inc. for white topping <br />project on Cass County Highway 11 from Cass County Highway <br />10 north 5.012 miles to Cass County Highway 22; <br />North Dakota Department of Transportation-resolution to sign <br />contract with Border States Paving, Inc. for a bituminous overlay <br />project on Cass County Highway 4 from Cass County Highway 5 <br />north to North Dakota State Highway 18; <br />North Dakota Department of Transportation-resolution to sign <br />contract with Riley Brothers Construction, Inc. for a structure <br />replacement of a box culvert at Section 13 of Highland Township <br />and Section 18 of Watson Township on Cass County Highway 7. <br />8. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve Voucher No. <br />235,182 through Voucher No. 235,800. On roll call vote, the motion <br />carried unanimously. <br />9. VETERAN'S SERVICE OFFICER; FLOOD UPDATES ON WEBSITE, Committee reports <br />Mr. Bennett asked about interview testing materials for Veteran's Service Officer applicants. <br />Mr. Montplaisir said the board needs to decide whether to send testing materials to the top <br />five or top two candidates. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Pawluk seconded to send testing materials to <br />the top five candidates who applied for the Veteran's Service Officer <br />position. Motion carried. <br />Mr. Montplaisir said flood updates are now available to the public through the subscription <br />service on the county's website. <br />10.
