Flood Buyout Committee-April 24, 2009 <br />FLOOD BUYOUT PROGRAM COMMITTEE <br />APRIL 24, 2009-9:00 AM <br />1. MEETING TO ORDER <br />A meeting of the Flood Buyout Program Committee was held on Friday, April 24, 2009, at <br />9:00 AM in the Commission Room, Cass County Courthouse, with the following present: <br />County Auditor Michael Montplaisir; County Engineer Keith Berndt; and County Tax <br />Director Frank Klein. Commissioner Ken Pawluk was absent. Also present were Irv <br />Rustad, Tracy Anderson and Amber Schaan from Lake Agassiz Regional Council; April <br />Walker, City of Fargo Engineer's Office; county citizens and members of the local media. <br />2. COMMITTEE CHAIRMAN, Appointed <br />Mr. Montplaisir suggested Mr. Berndt, county incident commander of this flood <br />event, serve as chairman of the committee. <br />MOTION, passed <br />Mr. Montplaisir moved and Mr. Klein seconded to nominate Keith <br />Berndt as chairman of the Flood Buyout Program Committee. Motion <br />carried. <br />3. GRANT PROCESS UPDATE <br />Mr. Rustad will provide a plan of action, including a buyout priority list, at the next county <br />commission meeting on May 4t". He anticipates buyout applications will be available for <br />review by the county commission at their first meeting in June. <br />4. SOUTHSIDE FLOOD CONTROL PROJECT UPDATE <br />Ms. Walker said environmental assessments and design work are being done on the <br />Southside Flood Control project. The city is looking at how the project fits in with the <br />metro study being conducted. She said construction is anticipated to begin by the end of <br />2010 and will be a two to three year process with an additional year to allow for <br />certification of the project. <br />Mr. Berndt distributed a map of the project and explained the boundaries and areas <br />which will be protected. <br />Mr. Montplaisir asked if the areas to the north have been considered. Ms. Walker said a <br />study on the north side is being conducted to consider options, but only includes areas <br />within the city limits. She said the metro study encompasses a larger area beyond the <br />city limits. <br />5. FLOOD BUYOUT CRITERIA <br />The committee discussed and developed the following criteria to use when evaluating <br />properties for buyouts: <br />1) Percentage of damage to determine the cost benefit; <br />2) Areas vulnerable to flooding and not protected by other means; <br />3) Areas protected by another plan should not be considered; <br />4) Consider the public benefit or public detriment created by permanent <br />ownership; <br />5) Location to the river as it relates to unstable river banks; <br />6) Consideration of protecting other areas by opening up space. <br />
