Commission Minutes-April 1, 2009 3495 <br />the state must respond to the county and if approved, the full application <br />process begins; <br />the state must decide on which buyouts to pursue. <br />Ms. Steinberger said the application process may take months to complete. Mr. Wagner <br />asked about the kind of documentation needed. Ms. Steinberger said residents need to <br />keep track of damage costs, take photos, and display the high water mark on their <br />properties. <br />Mr. Klein said preliminary damage assessments will begin this Friday to determine <br />eligibility for individual damage assistance. FEMA teams will be touring the area with Mr. <br />Klein. He said residents must take photos, keep repair receipts, contact their insurance <br />carriers and maintain an account of all damage to their properties. This program is <br />separate from flood buyouts and may help with disaster housing, grants and loans. Mr. <br />Klein said information on the program will be posted to the county website. <br />4. EVACUATION ADVISORY, Lifted for subdivisions <br />Mr. Berndt said the commission approved an evacuation advisory last Friday for Chrisan, <br />Forest River including Maple Prairie and Orchard Glen, Round Hill, Granberg's, Amber <br />Plains, Heritage Hills, Rivershore, Eagles Nest and Butch-R-Block. He recommends the <br />evacuation advisory be lifted at this time. The subdivisions are accessible, with the <br />exception of Heritage Hills and Robins Nest, and he asks residents to be cautious when <br />returning to their homes. He said sandbag dikes should be left in place for the time being. <br />Emergency levees in the Chrisan, Round Hill and Forest River areas will remain in place; <br />however, openings have been cut out to allow access for residents. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to lift the evacuation <br />advisory for the following subdivisions: Chrisan, Forest River including <br />Maple Prairie and Orchard Glen, Round Hill, Granberg's, Amber Plains, <br />Heritage Hills, Rivershore, Eagles Nest and Butch-R-Block. Discussion: <br />Mr. Wagner stressed that county residents leave their sandbag dikes up <br />until the second crest is over. On roll call vote, the motion carried <br />unanimously. <br />5. COUNTY OPERATIONS UPDATE <br />Mrs. Johnson said the Cass County Courthouse and Cass County Annex closed at noon <br />on Friday, March 27th. She suggested county offices re-open at 8:00 AM tomorrow, <br />Thursday, April 2nd. Buildings and Grounds staff will turn the water on, open sewer lines <br />and check for any leaks. <br />Mr. Schmaltz said the server equipment was moved to the Jail last Friday and will be <br />moved back to the Courthouse this weekend. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to open the Cass County <br />Courthouse and Cass County Annex for business at 8:00 AM Thursday, <br />April 2, 2009. Motion carried. <br />
