Road Advisory Minutes-March 16, 2009 2

The cost of asphalt purchased by the Cass County Highway Department has nearly
doubled in the past five years. State gas tax and license fee revenues to Cass County
have only increased by about 2.5% per year over the past decade and projections are
they will begin to drop.

Mr. Pawluk advised Mr. Berndt to publish the letter in The Forum as well as send copies
to area legislators. Mr. Wagner stated it may be helpful to inform the public where Cass
County stands on this issue. Mr. Johnson stated he thought the stimulus money was to
be used for infrastructure as the township bridges are in very bad shape.

Mr. Berndt did submit a $1.5 million project, if the legislature does not have additional
funding a decision may have to be made as how to proceed.

3. OTHER DEPARTMENT ACTIVITIES, Discussion
Mr. Berndt reported the transition from winter to spring has brought a fair amount of
challenges. Winter storms and planning for spring flooding have consumed a large
amount of time.

Mr. Bennett said in reading he has done, asphalt costs have been projected to drop. Mr.
Berndt said his research has shown asphalt costs to be comparable state wide.

4. ADJOURNMENT
There being no further business, the meeting was adjourned at 2:20 PM.

Minutes prepared by Cindy Stoick, Principal Secretary
