NORTHERN TECHNOLOGIES INC.

2942 Fiechtner Dr., Fargo, ND 58103 701-232-1822 701-232-1864 Fax

March 13,2009

T.L. Stroh Architects
8 Seventh Street North
Fargo, ND 58102

Attn: Devin Mogck, AlA

Re: Geotechnical Exploration and Consulting Services
Proposed Addition to Cass County Jail
Fargo, North Dakota

Northern Technologies Inc. (NT!) is pleased to submit this proposal for geotechnical exploration and
consulting services for the above proposed project. The narrative below defines our understanding of the
project, presents anticipated geotechnical conditions at the site, provides an outline of our proposed "scope of
services", and presents fee for completion of the services.

Background Information

The proposed addition will consist of a two story building with a full depth basement to be used as a parking
garage at the existing facility located at 450 34th Street South in Fargo, North Dakota. We anticipate the
structure will be founded on standard strip and column footings below the local frost depth.

Anticipated Conditions & Assumptions

The City of Fargo is constructed over post glacial marine clays and other sediment (Glacial Lake Agassiz
fonnation) underlain by glacial till. Soils anticipated on site include environmentally impacted fat clays
underlain by soft fat clays extending to glacial till at depth, We anticipate groundwater may be present
within the sand and silt lenses bedded within the GLA soils.

We assume the existing grounds at the site are relatively level with minimal, if any, obstruction which would
prevent direct access to the proposed boring locations by our truck mounted drill, We also assume that there
will be no obstructions negating site access such as trees, brush, overhead power lines or other obstructions
limiting equipment access. Finally, we assume the geotechnical exploration will be perfonned during a
period lacking inclement weather.

FARGO. MINNEAPOLIS. ST. CLOUD
