<br />Commission Minutes-March 2, 2009 3476 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 2, 2009 <br /> <br />1. MEETING CALLED TO ORDER <br />Vice Chairman Darrell Vanyo called the meeting to order at 3:30 PM with members present <br />as follows: Scott Wagner, Vern Bennett, Ken Pawluk, and Darrell Vanyo. Robyn Sorum <br />was absent. <br /> <br />2. PLEDGE OF ALLEGIANCE <br />Darrell Vanyo led the Pledge of Allegiance. <br /> <br />3. MINUTES APPROVED <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded that the minutes of the <br />previous meeting be approved as written. Motion carried. <br /> <br />4. AGENDA, Order approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve the order of the <br />agenda with the addition of an agreement with the North Dakota <br />Department of Transportation. Motion carried. <br /> <br />5. CONSENT AGENDA APPROVED <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the consent <br />agenda as follows: On roll call vote, the motion carried unanimously. <br /> <br />a. Amend Commission Policy Manual Section 14.01, County Standing <br />Committees, and appoint Mark Johnson to the Road Advisory Committee <br />as the Planning Commission representative for a two-year term. <br />b. Contract approval <br />- North Dakota Department of Transportation-construction and <br />maintenance agreement for concrete white topping project along County <br />Road 1 one mile north of Interstate 94 for 5.012 miles. <br /> <br />6. FLOOD UPDATE, Emeraency declaration approved <br />Keith Berndt, County Engineer, discussed flood predictions and preparations being taken to <br />address spring flooding. He said the latest forecast from the National Weather Service <br />(NWS) predicts a 50% probability of the Red River reaching 35% feet, which would rank as <br />the seventh worst flood on record. The NWS will release updated flood information on <br />March 13th. <br /> <br />Mr. Berndt said when the Red River reaches 36 or 37 feet, overland flooding occurs in the <br />southern part of Cass County and a small portion of northern Cass County. With the <br />anticipated forecast, access to remote homes will be problematic because of county and <br />township roads inundated with water. He discussed emergency levees used in 2001, which <br />may be needed with a 36 foot crest to protect the Round Hill Subdivision area and east of <br />Highway 81 in Forest River Subdivision. He said the Corps of Engineers would be able to <br />build the levees if they are needed. <br />
