We had also indicated to plan for the $200 million amount. ND did not
receive $200 million and there is also some requirements attached with the money, so we are uncertain on the
exact dollar amount at this time. We apologize for not knowing this amount and we hope to have it to you very
soon, within the next week or the week of March 2 at the latest.

Attached is the estimated range of funding that counties may be receiving in stimulus funds.

In the letter sent in December 2008, we had ask counties to notify us if they were planning on doing a project or
not. Some of you had indicated you were planning a project and some of you were not going to do a project or
were undetermined at that time. Based on the new estimated amounts (which will be capped at those
amounts, local funds will be required complete the project above that amount in most cases), we are asking for
a list of projects and also the bid opening date that you want this project in. I have attached a list of the bid
opening dates with the deadlines.

So, in a nutshell, we need the following information as soon as possible (by March 6, 2009 at the latest):
1. Are you planning to use your stimulus dollars? Yes or No. If no response is received from you or your
representative, we are assuming the answer is no!
2. If yes, will the stimulus dollars be enough to complete the project (including CE)? Will you be providing
local funds to complete the project?
3. What bid opening do you want the project in? We still need all project items 10 weeks prior to bid
opening due to the amount of projects.

Please provide this information to myself or Blane. As a reminder - PCR's or programmatic CATEX's (all
environmental items) go to Blane and the plans, cost estimate, etc. should be sent to me, this will speed up the
process. If you have any questions, please call myself (328-2516) or Blane (328-3482).

Thanks for your cooperation and understanding in this matter!

2/20/2009
