..",\\00
\',
tME

,Cy
M/\NAGEMEN'r

RECEIVED
FEB 20 2009

CASS COUNTY COMMISSION

February 26, 2009

Board of Cass County Commissioners
211 9 Street South
Fargo, North Dakota

Dear Commissioners,

TheNational Weather Service has issued their latest flood forecast for the Red River
Valley. The predicted crest levels for Cass County indicate the probability of moderate
to severe flooding. As a result, I recommend that the Cass County Commission sign an
emergency declaration, activating the Cass County Emergency Operations Plan.

During the previous two flood events Cass County offered individual flood assistance by
providing sandbags to county residents outside the city limits of Fargo. Sandbag
distribution was done on a priority basis determined by the level of threatened impacts.
In 2006 the county offered to reimburse those residents 50% of the cost of sand they
ordered to fill those bags.

I recommend the commission authorize the use of the Cass County Emergency Fund for
supplies, equipment and overtime as required for flood preparations and to repair damage
to county infrastructure. I also recommend that the commission adopt the same sandbag /
sand distribution policy as done in 2006.

Each of these actions are consistent with those taken by the Cass County Commission
during the 2006 flood.

Dave Rogness
