The predicted crest levels for Cass County indicate the probability of moderate <br />to severe flooding. As a result, I recommend that the Cass County Commission sign an <br />emergency declaration, activating the Cass County Emergency Operations Plan. <br /> <br />During the previous two flood events Cass County offered individual flood assistance by <br />providing sandbags to county residents outside the city limits of Fargo. Sandbag <br />distribution was done on a priority basis determined by the level of threatened impacts. <br />In 2006 the county offered to reimburse those residents 50% of the cost of sand they <br />ordered to fill those bags. <br /> <br />I recommend the commission authorize the use of the Cass County Emergency Fund for <br />supplies, equipment and overtime as required for flood preparations and to repair damage <br />to county infrastructure. I also recommend that the commission adopt the same sandbag / <br />sand distribution policy as done in 2006. <br /> <br />Each of these actions are consistent with those taken by the Cass County Commission <br />during the 2006 flood. <br /> <br />Dave Rogness <br />
