<br />Building Committee-January 21, 2009 1 <br /> <br />CASS COUNTY BUILDING COMMITTEE <br />JANUARY 21,2009-4:05 PM <br /> <br />1. MEETING TO ORDER <br />Committee Chairman Scott Wagner called the Cass County Building Committee meeting <br />to order on Wednesday, January 21, 2009, at 4:05 PM with the following members <br />present: County Administrator Bonnie Johnson; County Auditor Michael Montplaisir; East <br />Central Judicial District Judge Doug Herman; County Commissioner Darrell Vanyo; and <br />County Commissioner Scott Wagner. Also present were Rick Hoganson, President, Foss <br />Architecture; and via conference call, Dennis Kimme, President, Kimme & Associates. <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Montplaisir seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br />3. CONSULTANT UPDATE <br />Mr. Kimme provided documents regarding the first phase addition space needs through <br />the year 2020, justice-related space needs through the year 2030, options for the Annex, <br />and long-term options for the Courthouse. <br /> <br />Mr. Kimme said he developed a design-ready space program, as defined in the scope of <br />services, for a west addition to the Courthouse to meet selected needs through at least <br />2020. This addition would be the first phase of a long-term expansion plan and the scope <br />of the addition is meant to be consistent with current funding possibilities. <br /> <br />Mr. Kimme said several parameters were considered during the development of the <br />space program and evaluation of potential sites for an addition and later phases of <br />expansion. Nine basic parameters were used to determine current and long-term <br />planning needs for an addition, as follows: <br /> <br />. Sheriff's Office will move to the Jail as the next phase of the jail site master plan <br />established during original design process; <br />. Adjacent land is not available for development of additional buildings or parking; <br />. Addition should not be taller than the adjacent Courthouse. <br />. Basement level space should be limited to parking and vertical circulation <br />systems due to flooding concerns; <br />. Delivery vehicles should be accommodated on-site so streets and sidewalks are <br />not blocked; <br />. Space should be created for functions displaced after old jail was demolished <br />(generator, electrical, maintenance, garage, etc.); <br />. Green space should be preserved; <br />. Addition should be connected to Courthouse and Annex; <br />. Addition should be designed for further expansion. <br /> <br />Mr. Kimme stated the addition would be the first phase of a long-term approach to meet <br />the needs of functional components on the Courthouse-Annex site. The addition would <br />address immediate county priorities and needs through 2020 as the first phase of a long- <br />term expansion plan. <br />
