Board of County Commissioners
December 3, 2008
Page 2

NDRIN Fund: Expenditure Budget

$50,000

The revenue from this fund is derived from a portion of the County Recorder's
preservation fee and subscription fees collected from users of the NDRlN web site.
Additional expense was incurred for central repository, increasing from $8,000 per
month to $12,000 per month. Also, additional computer equipment upgrades were
needed as the web site has seen a significant increase in users over the year. The
fund has adequate cash reserves of over $500,000.

Document Preservation Fund: Expenditure Budget

$10,000

The revenue from this fund is derived from a fee in the County Recorder's Office.
Part of the adjustment is due to increased documents being recorded. For 2008,
$1.50 of every $3 collected is remitted to NORlN-since fees are up, the amount
remitted to NORlN is also up. Additional expense was incurred in converting the
computer system in the Recorder's Office. The fund has adequate cash reserves of
$100,000.

Jail Commissary Fund: Expenditure Budget

$20,000

The Cass County Jail operates a commissary fund for the benefit of the inmates, and
the amount expended is dependent on the ability of inmates to purchase commissary
items. This year, the jail has had to expend more funds than budgeted to provide
those commissary items to inmates.

Debt Service Fund:
Granberg/Amber Plains Revenue & Expenditure Budgets

$32,000

This special assessment project was approved after the original 2008 budget was
approved. The principal and interest payments are assessed against the individual
properties that benefit from the project.

Sincerely,

~~~
. .
Michael Montplaisir
County Auditor
SUGGESTED MOTION:
Move to amend the 2008 Cass County Budget as noted above for the General Fund,
States Attorney Asset Forfeiture Fund, Sheriff Asset Forfeiture Fund, Sheriff Block
Grant Fund, NORIN Fund, Document Preservation Fund, Jail Commissary Fund and
Granberg/Amber Plains Fund as noted above.
