<br />Road Advisory Minutes-November 17,2008 3 <br /> <br />road through the City of Horace was 50 years old and was already an urban road, <br />whereas, County 11 through the City of Mapleton is 10 years old and a rural road. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded that any amenities above and <br />beyond an overlay on County Road 11 through the City of Mapleton must be <br />paid for by the city. On roll call vote, the motion passed with seven members <br />voting in favor and Mr. Pawluk and Mr. Bennett opposing. <br /> <br />In 2007 Cass County submitted two grant applications on behalf of the City of Mapleton <br />for a possible multi-use path. The path would be adjacent to Cass Highway 11 and run <br />from the Community Center in Mapleton to the convenience store near 1-94. The <br />applications did not rank high enough in statewide competition to receive funding. The <br />city has asked to have the applications resubmitted for consideration in 2010 funding. <br />Mr. Berndt explained two grant possibilities. The first being the Safe Routes to School <br />grant in which no local match is required, however; there are always non recoverable <br />expenses. The other option is a Transportation Enhancement Funds grant with a 20% <br />local match. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Suhr seconded to proceed with both applications. <br />On roll call vote, the motion passed unanimously. <br /> <br />5. CASS RURAL WATER EASEMENT <br />Mr. Berndt distributed a map showing the layout of the driveway into a convenience <br />store on Cass 17 in Horace. The easement that the convenience store had with Cass <br />Rural Water is no longer required. All property owners including Cass County will need <br />to sign the release of easement. <br /> <br />6. MAPLETON RAILROAD CROSSING <br />Mr. Berndt presented a letter stating that a representative from NDDOT and BNSF <br />Railway met to discuss the possible closing of a double track timber crossing on a <br />graveled township road in Cass County, east of the City of Mapleton. Mr. Berndt was <br />also present. This crossing has a low traffic volume and approach speeds are not <br />posted. This crossing provides service to an industrial park to the south from old <br />Highway 10. There is reasonable alternate access to the park through the City of <br />Mapleton, which has an active warning crossing. Research will continue on this project. <br /> <br />7. ASPHALT COST PROJECTIONS <br />Mr. Berndt presented a letter from Northern Improvement as well as an article regarding <br />the continuing rise in asphalt costs. The Northern Improvement Company letter indicated <br />their costs in 2008 were in the $400/ton range and indications are that 2009 costs may <br />be as high as $775/ton. It said that asphalt prices would not necessarily drop even <br />though crude oil prices have dropped sharply in recent months. <br /> <br />8.
