This project is part ofthe City of Mapleton's 2025 Comprehensive
Plan and a part of management policies for the corridors of Interstate
Highway 94 and Cass County Highways 10 and 11.

2. If your project is part of a plan, explain the background and origin of the plan
and attach supporting documentation.
The 2025 Comprehensive Plan was initially proposed in 1998 and
updated in 2004. Management policies were prepared in July 2007 in
response to development pressure in the city and the extra-territorial
planning area.

3. Is your project tied to another project? If so, please explain.
No, however there are hopes of connecting more points of the city to
the multi-use path in the future.

4. How does your project fit with similar projects in your community and/or
region?
This project is in-line with the Cass County Highway Departments
mission to "provide and maintain an efficient, safe, environmentally
sensitive, and cost effective county transportation system to effectively
meet citizen's needs for personal mobility and movement of goods
consistent with the importance of transportation ". Specifically the
project will serve to increase safety along Cass County Highway 11 by
offering a safer alternative to the current combined use of the
highway for motorists, bicyclists, and pedestrians.

5. What is the population of the community in which the project is proposed?
876 (2007 Estimate)

6. What is the population within one-half mile of the project?
876 (estimate) The path will span an area that will be within short
proximity to the entire community.

7. What is the estimated number of people per year you believe will use the
completed project?
18,250 users per year: It is estimated that the path will have an average
daily traffic volume of 50 trips. There will likely be higher use in the
summer months and lower use in the winter months. 50 users per day
equates to 18,250 per year.

8. For bicycle/pedestrian projects, provide counts of existing bike/ped users if
they are available.
They are not available, however 2000 Census indicates a significant
proportion of younger persons which are more likely to use a multi-
use path; see population pyramid below.

6
