<br />Commission Minutes-November 3, 2008 3438 <br /> <br />10. BEER AND LIQUOR LICENSE FEES, Discussion about fee increase; state's attorney <br />to draft resolution <br />Mr. Montplaisir said in the past the county commission has discussed possible increases to <br />beer and liquor license fees for the county. Under North Dakota Century Code 5-02-03 it <br />appears the fee for on and off sale liquor licenses may not exceed $1,000 and for on and off <br />sale beer licenses may not exceed $500. Currently, the county charges $1,000 for liquor <br />and $100 for beer licenses. The current fee structure was implemented in 1977 by the <br />county board at that time. The commission must approve a resolution or ordinance to set or <br />change these fees. <br /> <br />Mr. Bennett asked about the rationale used to raise the fees. Mr. Wagner believes it is fair <br />for the county commission to consider an increase since the fee structure was set over 30 <br />years ago. <br /> <br />Mr. Pawluk asked about the staff time involved with the annual renewal process for beer <br />and liquor licenses. State's Attorney Birch Burdick said his office conducts a yearly review <br />of county establishments and said approximately an hour of staff time is needed to complete <br />the review for any criminal activity. <br /> <br />Mr. Pawluk believes staff costs and time exceed the statutory maximum. He asked the <br />state's attorney to draft a resolution for consideration at the next commission meeting using <br />the statutory maximum for all types of beer and liquor licenses. <br /> <br />11. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve Voucher No. <br />230,669 through Voucher No. 230,972. On roll call vote, the motion <br />carried unanimously. <br /> <br />12. COURTHOUSE THIRD FLOOR UPDATE; BUILDING AND GROUNDS REPORT; JAIL <br />GENERATOR COOLING TOWER AND STACK EXTENSION; ANNEX PLUMBING <br />PROJECT; MEETING UPDATE; LEGISLATIVE LUNCHEON; ELECTION UPDATE; JAIL <br />LAND PURCHASE AGREEMENT, Committee reports <br />County Administrator Bonnie Johnson said the modular furniture and office furniture to fit-up <br />the space on the Courthouse third floor have been ordered. <br /> <br />Mrs. Johnson said the project to tuck point and water proof the Courthouse bell tower was <br />completed last week. <br /> <br />Mrs. Johnson said the generator cooling tower curbs at the Cass County Jail were replaced <br />last week. Also, the generator stack extension is expected to arrive next week and will be <br />set into place. The installation of the extension will take about one day to complete. <br /> <br />Mrs. Johnson said the project to replace a section of cast iron pipe at the Cass County <br />Annex is scheduled for the Veteran's Day holiday next week. The building will be closed <br />and no water will be available that day. <br /> <br />Mrs. Johnson attended an employment law seminar two weeks ago in Chicago. She is only <br />two classes short of her certificate in employment law. Also, she plans to attend a statewide <br />radio meeting with Sheriff Paul D. Laney on November 5th in Carrington, North Dakota. <br />
