<br />Commission Minutes-September 15, 2008 3422 <br /> <br />Mr. Wagner asked when the piling station was sited. Mr. Howe replied the station was sited <br />around 1973. Mr. Wagner is concerned about using public tax dollars to subsidize a private <br />corporation-American Crystal Sugar-who has been using the township road for years. <br />He said the county has budget constraints as well and in 2008 borrowed $1.3 million from <br />the building fund to finish county road projects. <br /> <br />Mr. Pawluk believes the problem with the road was created locally and needs to be solved <br />locally. While he sympathizes with Harmony Township, many other townships in Cass <br />County have similar difficulties. He said finding four miles to abandon from the county's <br />highway system would be difficult and the county does not have the reserves or additional <br />funding to provide to the township. <br /> <br />Mr. Wagner said the township road has value to American Crystal Sugar and suggested an <br />agreement be drafted between the company and Harmony Township. He also suggested <br />township board members contact their local legislators regarding infrastructure costs <br />incurred by counties and townships for discussion during the next legislative session. <br /> <br />9. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve Voucher No. <br />229,557 through Voucher No. 229,869. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. BUILDING AND GROUNDS REPORT; SPACE CONSULTANT VISIT; COURTHOUSE <br />THIRD FLOOR UPDATE; RED RIVER AMATEUR RADIO CLUB; YOUTH COMMISSION; <br />BUILDING COMMITTEE; NORTH DAKOTA INSURANCE RESERVE FUND; <br />LEGISLATIVE ISSUES, Committee reports <br />County Administrator Bonnie Johnson said a project to tuck point the Courthouse bell tower <br />began today. The work is expected to take about one month to complete. Also, today the <br />hot water heater located on the south side of the Courthouse sprung a leak and a <br />replacement tank will need to be installed. <br /> <br />Mrs. Johnson said Consultant Dennis Kimme will be in town on October 8th and October 9th <br />to conduct follow-up interviews with departments and commissioners regarding current and <br />future space needs. <br /> <br />Mrs. Johnson said blue prints for the modular furniture to fit-up the space on the Courthouse <br />third floor are being designed. She is waiting for the specifications. She said it will take six <br />to eight weeks for the product to arrive once it has been ordered. Assembly will take about <br />two days to complete. <br /> <br />Mrs. Johnson was contacted by the Red River Amateur Radio Club about their antennae, <br />located at the Annex, being broken. The club requested permission to make the repairs and <br />would be responsible for any associated costs. Commissioners did not object to the radio <br />club fixing the antennae. <br /> <br />Mrs. Johnson said the Cass County Youth Commission will hold their first meeting on <br />Wednesday, September 1 ih at the Cass County Highway Department. She will give a <br />presentation in the morning for those commissioners who may wish to attend. <br />
