<br />Commission Minutes-August 18, 2008 3411 <br /> <br />Mr. Pawluk asked if 13~% reserves in the Human Services budget is high. Mr. MontpJaisir <br />is projecting a $1.6 million year end reserve in 2008 and $1.7 million in 2009. Mr. Wagner <br />said the county is spending more than anticipated revenues in Social Services next year, <br />and he remembers in 2002, when the Human Services mill levy rate had to be raised. <br /> <br />Mr. Pawluk discussed increases in fuel expenses for the Sheriff's Department by $50,000 <br />and Highway Department by $100,000 and suggested if the board wished to cut additional <br />items, these be considered. Mr. Wagner said after approval of the preliminary budget today, <br />the commission may make additional cuts, but cannot raise the total mill levy. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve the 2009 <br />preliminary county budget in the amount of $53,514,737 and set the <br />preliminary mill levy at 61.00 mills for county funds and 19.75 for agency <br />funds; and set 3:30 p.m. on September 15, 2008, in the Commission <br />Room, Cass County Courthouse, as the time and place for the public <br />hearing on the 2009 preliminary budget. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve Voucher No. <br />228,927 through Voucher No. 229,239. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. BUILDING COMMITTEE MEETING; HEAD START BUILDING UPDATE; GENERAL <br />ELECTION; STATE'S ATTORNEY REPORT, Committee reports <br />Mr. Wagner said the next building committee meeting is Wednesday, August 20th at 3:00 <br />PM. Officials from the City of Fargo and North Dakota Highway Patrol will be attending the <br />meeting to present information regarding a possible joint law enforcement center. <br /> <br />Mr. Montplaisir said the final ordinance for re-zoning of the former Head Start building is <br />scheduled for approval at the Fargo City Commission meeting on Monday, August 25th. He <br />spoke with Lloyd Sampson, who purchased the property, and the closing is scheduled for <br />Tuesday, August 26th. State's Attorney Birch Burdick said the abstract of the property is <br />complete and his office will prepare the deed for signing. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to authorize the <br />commission chairman to sign the deed for the former Head Start <br />property. Motion carried. <br /> <br />Mr. Montplaisir said the City of Horace and City of Tower City have requested to <br />place items on the general election ballot. He will determine if any additional costs <br />will occur as a result and if so, will request each city cover the costs. He will draft a <br />joint powers agreement with the two cities for consideration at the next commission <br />meeting. <br /> <br />Mr. Burdick said on September 15th he will be at a trial in Bismarck and will not be at <br />the commission meeting. He said an assistant state's attorney from his office will <br />attend in his absence. <br />
