DATE: March 1, 2004

TO: Keith Berndt
County Engineer
FROM: Rich Sieg~ ~~

SUBJECT:

MEMORANDUM

2004 Budget Item Purchase

As part of the 2004 budget we included $13,500 for a pull type grader. This piece of equipment will
be pulled behind a truck, pickup, or tractor. During extended dry periods, a full re-shaping with a
motor grader is not practical or efficient. This unit can be used to redistribute the top "float"
aggregate back across the roadway and fill in the wheel tracks, using less fuel and in less time than a
motor grader. Another application will be in the spring of the year or after a rain when the road bed
is too soft for the weight of a motor grader, this unit can be used to smooth out wheel ruts and frost
boils, and aerate the gravel for faster drying. Because this is a specialty item, the only quote solicited
is from Road Groom of Rapid City, SD. Here is a breakdown as per the attached quote:

One Road Groom =

Hydraulic Pump kit =

Delivery to West Fargo Shop =

$12,500.00

$800.00
$1,000.00

Total = $14,300.00

When initial quotes were received for the budget, the portable hydraulic pump kit was not included.
With this option the unit can be pulled by any vehicle with only an electrical connection necessary. I
would recommend that this option be included with the purchase.

Attachment: 1
cc: Roger Mertes
