The reasons
are pricing and equipment requirements. Tyler is requiring us to replace all of our existing equipment with their upgrade. Their support for
the current Cris + system is going to be discontinued. I asked Terry Schmaltz (IT) to assist me in looking at other companies. We researched
and asked two other companies to give us a demonstration. Computer Software Associates currently serves 36 other North Dakota counties
with a thirty seventh in the process of signing a contract. They also serve four Title Companies in North Dakota. I feel they will be a good
fit for us and will ultimately save the Tax payer of Cass County money for support services through the years. Their contract says we will
never pay for another software upgrade. only installation and training services. Just the difference in support services is significant, around
$9000 per year.

We budgeted for a server and computer pc upgrade this year, but we did not budget for the replacement of scanners (2), receipt printers (2),
and label printers (2). The server needs to be replaced due to current problems and the threat of serious future problems. We would like to
make the upgrade at the same time as the server replacement to save the extra fees for migrating the data to the new server. Computer
Software Associates is compatible with our current equipment and we can keep the scanners we are using. Tyler is non-negotiable on the
equipment change. They refuse to support the equipment we currently have. Burleigh County has been having the same issues with Tyler
that we have, and they also have signed a contract with Computer Software Associates.

I have talked with the other counties in North Dakota who are using Computer Software Associates, and they are all very happy with the
system, and especially with the support service. Computer Software Associates home base is Billings, Montana. The other Recorder's have
said they receive help within ten minutes of a call for support. Tyler Technologies requires we log onto a website and they get back to us.
Sometimes this takes a day or two. For the amount of their support fees, I don't feel we have been getting what we pay for.

I feel that the move to Computer Software Associates will be a benefit for both the Recorder's office and the taxpayers of Cass County.

S~tf~

~wel A Spies
Cass County Recorder

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108

701-241-5620
Fax 701-241-5621

www.casscountygov.com
