<br />DRAIN APPLICATION NO. 3261 <br /> <br />1. The volume of water proposed to be drained and the impact of the <br />flow or quantity of this water upon the watercourse into which the <br />water will be drained. <br /> <br />According to the general literature, there is likely to be a small increase in the <br />total volume of water to be discharged from the project area as a result of tile <br />drainage. In addition, tile drainage typically results in flows that occur over a <br />longer period of time. This prolonged wetness in downstream channels and <br />swales may promote the growth of cattails and make channels difficult to cross <br />for longer periods of time. If the tile intercepts a groundwater source or water <br />table, flows may be continuous. <br /> <br />2. Adverse effects that may occur to the lands of lower proprietors. <br />This factor is limited to the project's hydrologic effects such as <br />erosion, duration of floods, impact of sustained flows, and impact on <br />the operation of downstream water control devises. <br /> <br />According to the general literature, tile drainage typically results in delayed peak <br />flows that are reduced compared to the pre-tiled condition. However, the flows <br />tend to occur over a longer period of time. The effect of these flow <br />characteristics generally means that local flooding issues won't be aggravated by <br />tile drainage. The impact of sustained flows on lands of lower proprietors <br />includes prolonged wetness in downstream channels and swales. This <br />prolonged wetness may promote the growth of cattails and make channels <br />difficult to cross for longer periods of time. Erosion issues that may occur on <br />lands of lower proprietors are not known. <br /> <br />3. The engineering design and other physical aspects of the drain. <br /> <br />The proposed drainage project consists of installing 76 acres of tile in the SW X <br />of Section 24, T141N, R53W, Empire Twp., Cass County. The proposed tile <br />would then outlet into the north ditch of Cass County Hwy 32 and flow east in <br />said road ditch to a natural tributary in the SE X of Section 24. Water would then <br />flow north in said natural tributary across the SE X and NE X of Section 24 and <br />then across the NW X of Section 19 of Amenia Twp. where it discharges into the <br />Rush River. <br /> <br />4. The project's impact on flooding problems in the project watershed. <br /> <br />According to the general literature, due to the ability of tile drainage to improve <br />the absorptive characteristics of soil, runoff from tile drained land is generally <br />delayed and the peak flow is typically reduced. As a result, the project should <br />not aggravate local flooding problems. <br /> <br />1 <br />
