Attendant Care providers are eligible for the reimbursement of expenses related to the purchase
of necessary supplies which may include: first aid kits, reading materials, games, pillows,
blankets, etc.

C. Eligibility for Attendant Care Reimbursement

Juveniles who have recently been taken into law enforcement custody due to a citable charge and
cannot be returned home may be held in a non-secure Attendant Care site and the allowable costs
associated with this placement are reimbursable. In general, Attendant Care is designed for
those juveniles awaiting release or a court hearing and their suspected offense and/or criminal
record does not warrant placement in a physically secure setting.

Attendant Care may also be used at the discretion of the local jurisdiction or operating agency as
a temporary placement option for juveniles that have no charges pending, no longer need to be
held pursuant to charges, or have undergone an initial hearing; however, the costs associated
with the placement are not elie:ible for reimbursement under the SDSS Program and are the
responsibility of the placing agency. In no way should these placements compromise the use of
Attendant Care for its primary purpose.

D. Length of Placement

The length of an Attendant Care placement is expected to be 24 hours or less; however,
reimbursement will be provided for up to 48 hours of care or until the juvenile appears in court
on the charges for which they were taken into custody, whichever comes first. If the placement
occurs between 12:00 p.m, on Friday and 12:00 p.m. on Saturday, or a Federal holiday is
encountered, the cost associated with an additional 24 hours of supervision for each
circumstance will be reimbursed, Under no circumstances will reimbursement be allowed for a
single placement after a court appearance, or for a placement exceeding the time limit outlined
unless DJS or its designee has authorized the specific reimbursement. A local jurisdiction may
continue an Attendant Care placement after a court appearance or in excess of the designated
reimbursement hours but only at its own cost.

In general, it is expected that Attendant Care placements will average eight to twelve hours, In
most cases, if placement will exceed this average, other placement alternatives may be more
appropriate.

E, Recruitment/Qualifications of Attendants

The qualifications established by DJS for Attendants shall simply include:
1, 18 years of age or older;
2, A sincere interest in working with youth;
3. A willingness to complete the required training; and
4, The successful completion of a criminal background check.

The local jurisdiction or private agency contracting to provide the service may establish
additional requirements as determined appropriate at the local level.

July 2008 - Page 4
