<br />Commission Minutes-June 16, 2008 3368 <br /> <br />Mr. Bennett questioned the rationale on how the money is divided between the county and <br />the city. Lt. Colonel Glenn Ellingsberg said the JAG distribution is based on crime statistics <br />and the City of Fargo has a higher crime rate than the county. Fargo receives all the <br />funding and the county receives a portion of the allocation for management of the grant and <br />for expenses associated with the drug canine. <br /> <br />Mr. Pawluk asked for public comment. No one from the public wished to speak on this <br /> <br />issue. <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve the electronic <br />application for the 2008 Edward Byrne Memorial Justice Assistance <br />Grant (JAG) on behalf of Cass County and the City of Fargo; authorize <br />Glenn Ellingsberg, Sheriff's Office, to submit said application and file <br />subsequent electronic filings which may be required during the grant <br />period on the county's behalf; and approve the 2008 JAG inter-local <br />agreement with the City of Fargo for sharing of grant funds. On roll call <br />vote, the motion carried unanimously. <br /> <br />9. SHERIFF'S DEPARTMENT, Contract approved with Alltel Communications for <br />wireless air cards <br />Sheriff Laney said during the last budget sessions, their department discussed <br />implementing high-speed radio modems for the CAD/RMS system. Since then, their office <br />worked with the Information Technology department and learned about cell air card <br />modems through Alltel Communications. He said the cards are an awesome technology, <br />information is received quickly, and the county will save money on this system versus a <br />radio modem system. <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to authorize the chairman <br />to sign a business accounts agreement and contract with Alltell <br />Communications, Inc. to provide wireless air card modems for the <br />Sheriff's Department. Discussion: Mr. Wagner questioned the cost <br />savings to the county. Mr. Ellingsberg anticipates a savings of $100,000. <br />On roll call vote, the motion carried unanimously. <br /> <br />1 o. TAX EQUALIZATION BOARD, Reconvened for 2008 <br />Chairman Pawluk reconvened the 2008 Board of Tax Equalization. Frank Klein, County Tax <br />Director, referred to his letter dated June 6, 2008. He said today the board will consider two <br />individual appeals and equalization adjustments to 18 cities and townships. <br /> <br />He said the board will need to meet again on July 7, 2008, to consider appeals from AI <br />Brandt, Glen Wieand, Rocking Hand Utke. <br /> <br />Mr. Klein discussed an appeal from Fran Snelgrove for a residential property located at 551 <br />Wall Avenue in Stanley Township, near the City of Horace. Mr. Snelgrove is asking the <br />2008 assessment of $170,700 be lowered to the purchase price of $111,825. When the <br />property was purchased, the well was in poor condition and the plumbing had frozen. Mr. <br />Klein reviewed the information provided by the applicant and met with him. Mr. Snelgrove is <br />currently renovating the interior and is in the process of connecting to rural water. <br />
