Ratify actions of the Personnel Overview Committee meeting held May 19, <br />2008, and adopt Section 2.80, Weapon Policy as amended; and amend the <br />county policy to include Section 7.41, Salary Pay for Exempt Employees. <br />c. Approve budget adjustment to the Sheriff's Department revenue account <br />101-3501-331.55-05 by $16,000 and adjust expenditure account 101-3502- <br />421.74-05 by $16,000 for the purchase of in-car video equipment. <br />d. Receive monthly financial statement from the Auditor's Office for the month <br />ended May 31 , 2008. <br />e. Authorize County Engineer Keith Berndt to submit a nomination application <br />to be considered to serve on the National Association of Counties (NACo) <br />Environment, Energy and Land Use Steering Committee. <br />f. Approve continuation of Extension Services Family Nutrition Program from <br />October 1, 2008, to September 30, 2009, pending proposal acceptance <br />from state and federal partners. <br />g. Deposit the proceeds from the sale of property located at 57 11th Avenue <br />North, Fargo, North Dakota, (former Head Start building) into the Building <br />Fund. <br />h. Forward the Position Analysis Questionnaires (PAQ) for the Assistant Jail <br />Administrator and Juvenile Detention Supervisor to Fox Lawson for their <br />review and recommendation. <br />i. Receive and file Indemnity Bonds on Lost Instrument for Warren Krause <br />and Landamerica OneStop; and authorize the county auditor and county <br />treasurer to issue duplicate checks. <br />j. Contract approval <br />Sellin Brothers, Inc.-bridge structure replacement and incidentals, <br />Section 4, Watson Township. <br /> <br />6. SALARY PROPOSAL FOR BUDGET PURPOSES, Department head recommendation <br />Stan Wolf, Weed Control Officer, is chairman for the department head group and was <br />present to provide information on the cost of living adjustment (COLA) approved at the last <br />department meeting. He said the department heads have consistently used the Midwest <br />regional consumer price index (CPI) when recommending a COLA for the board to consider <br />and for the period of May 2007 through May 2008 it was 4%. <br /> <br />Mr. Wagner asked about last year's cost of living adjustment. County Auditor Michael <br />Montplaisir said employees received a 2.3% COLA. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to authorize the use of a <br />4.0% salary scale adjustment for 2009 budget development purposes <br />only. Discussion: Mr. Bennett asked if health insurance costs are <br />included in the suggested COLA. Mr. Montplaisir said there is also a CPI <br />for benefits; however, department heads try to use the same CPI figure <br />each year. Mr. Bennett asked about the step increases given to <br />employees in addition to the COLA. Mr. Montplaisir said one step is <br />about 3%% of an employee's salary and a half step is about 1 %%. <br />County Administrator Bonnie Johnson said steps are different amounts <br />based on different pay grades. On roll call vote, the motion carried <br />unanimously. <br />
