Ratify actions of the Personnel Overview Committee meeting held May 19, 2008, and adopt Section 2.80, Weapon Policy as amended; and amend the county policy to include Section 7.41, Salary Pay for Exempt Employees. c. Approve budget adjustment to the Sheriff's Department revenue account 101-3501-331.55-05 by $16,000 and adjust expenditure account 101-3502- 421.74-05 by $16,000 for the purchase of in-car video equipment. d. Receive monthly financial statement from the Auditor's Office for the month ended May 31 , 2008. e. Authorize County Engineer Keith Berndt to submit a nomination application to be considered to serve on the National Association of Counties (NACo) Environment, Energy and Land Use Steering Committee. f. Approve continuation of Extension Services Family Nutrition Program from October 1, 2008, to September 30, 2009, pending proposal acceptance from state and federal partners. g. Deposit the proceeds from the sale of property located at 57 11th Avenue North, Fargo, North Dakota, (former Head Start building) into the Building Fund. h. Forward the Position Analysis Questionnaires (PAQ) for the Assistant Jail Administrator and Juvenile Detention Supervisor to Fox Lawson for their review and recommendation. i. Receive and file Indemnity Bonds on Lost Instrument for Warren Krause and Landamerica OneStop; and authorize the county auditor and county treasurer to issue duplicate checks. j. Contract approval Sellin Brothers, Inc.-bridge structure replacement and incidentals, Section 4, Watson Township. 6. SALARY PROPOSAL FOR BUDGET PURPOSES, Department head recommendation Stan Wolf, Weed Control Officer, is chairman for the department head group and was present to provide information on the cost of living adjustment (COLA) approved at the last department meeting. He said the department heads have consistently used the Midwest regional consumer price index (CPI) when recommending a COLA for the board to consider and for the period of May 2007 through May 2008 it was 4%. Mr. Wagner asked about last year's cost of living adjustment. County Auditor Michael Montplaisir said employees received a 2.3% COLA. MOTION, passed Mr. Wagner moved and Mrs. Sorum seconded to authorize the use of a 4.0% salary scale adjustment for 2009 budget development purposes only. Discussion: Mr. Bennett asked if health insurance costs are included in the suggested COLA. Mr. Montplaisir said there is also a CPI for benefits; however, department heads try to use the same CPI figure each year. Mr. Bennett asked about the step increases given to employees in addition to the COLA. Mr. Montplaisir said one step is about 3%% of an employee's salary and a half step is about 1 %%. County Administrator Bonnie Johnson said steps are different amounts based on different pay grades. On roll call vote, the motion carried unanimously.
