May 6, 2008

To Whom It May Concern:

Included with this letter is:
. the supporting information sent to Deena Hopson on January 29,2008 requesting
a change in assessed value on property address 551 W all Avenue, Horace, ND.

. a letter to Deena Hopson dated March 13, 2008 as per her request, asking for a
reimbursement of over payment of taxes on subject property

. additional sales in the surrounding area which can be used for comparable comps,
along with a copy ofthe last 50 days of marketing, asking price and sold price of
subject property.

For your review are interior and exterior pictures of subject property when purchased.
Also included are interior pictures taken approximately 1 week after Deena Hopson
looked at it for reassessment on March 11,2007. These pictures show a clean gutted
shell, much different that the gutted mess which was viewed by Mrs. Hopson on her visit.

Approximately 6 weeks after her visit, I reached her by phone and she informed me that
this property's land assessment of $40,000 and $15,000 respectively, was going to remain
the same. The assessed value of the house, however, was going to be lowered to
$115,200.00. The total land and house would now be $170,200.00. This figure is still
$58,375.00 more than the purchase price. As a matter of fact, this amount will be more
that the combined cost of remodeling and the purchase price of$111,825.00.

It is also my understanding that Horace rezoned this property back to agricultural in
November 2007. This change should lower the taxes on subject property yet some more.

Please review all of the information and let me know when the meeting is going to be
held where I can answer any other questions which you may have regarding this property.

Sincerely,

-&i"h-.-~

Fran Snelgrove
