<br />County Planning Commission Minutes-May 22, 2008 3 <br /> <br />5. TORGERSON SECOND SUBDIVISION <br />Minor Subdivision <br />Public hearinQ held: Final plat approved <br />Jim Gunkelman, President of Ice Crystal Engineering filed an application in the <br />Cass County Planning Office for subdivision approval of a tract of land located in <br />SW 1,4 of Section 16 in Normanna Township. <br /> <br />The proposed subdivision is approximately 8.906 acres and would be divided into <br />one lot, for industrial development. The development will consist of one building <br />containing an office, production and warehouse. Improvements to the property <br />will consist of a new access drive and a private parking lot for employees; a <br />landscape buffer is not necessary because the property is not adjacent to <br />residential properties or residentially zoned parcels. The subdivision access is <br />off of Cass County Highway 15 and will be centered at the 1,4 section line with a <br />future public road as dedicated in the plat. The subdivision plans to connect to <br />the Kindred Sanitary line and Cass Rural Water. The plat is currently within Zone <br />X, indicating minimal flood concerns, <br /> <br />The developer has agreed to the County's 1 :40 density restriction and will deed <br />restrict the remaining acreage in the adjacent parcel. <br /> <br />There were no comments from the Cass County Engineer, County Sanitarian, <br />Cass Rural Water, Cass County Electric, Water Resource District or Qwest. <br />Representatives were present from Normanna Township and stated they have <br />not had a meeting. Mr. Solberg said the Normanna Township Zoning <br />Administrator has indicated he is supportive of the plat. <br /> <br />The final plat would need to include all the requirements for the final plat as well <br />as a certified letter from Normanna Township approving the zoning, a letter from <br />the City of Kindred approving connection to the sanitary line, a copy of the North <br />Dakota Department of Health Construction Activity Permit, completed Appendix <br />13 (Certificate of Ownership), completed Appendix 14 (Deed Restriction), and <br />meet the desire of the planning commission and reviewing agencies, <br /> <br />Mr. Lougheed opened the public hearing, Board members from the Normanna <br />Township were present and asked what type manufacturing the business does. <br />Mr. Gunkelman stated they manufacture cloud seed and are currently located in <br />Davenport, however; they have outgrown their facility. The product is rated as an <br />explosive although it is very low and can be shipped on a passenger plane. As a <br />result of materials mixed together is becomes explosive. They ship supplies <br />worldwide. Hearing no further comments the public hearing was closed. <br />MOTION, passed <br />Mr. Lou Bennett moved and Mr, Ellig seconded to approve the final <br />plat for Torgerson Second Subdivision contingent on approval from <br />the township, Motion carried. <br />
