Attachment I

Calis (:ounty Highway Department Staffing Discussion May 2008

During the last week in April the Purchasing and Inventory Manager and an equipment
operator from the Buffalo Shop resigned, I'm seeking the Commission's concurrence
with making some stalling changes in an effort to reduct.~ our sulary costs.

I've rewritten the position analysis qucstionnail'c (PAQ) for the purchasing and inventory
manager and re-titled it as a purchasing and accounting technician. I would like to fill
this position with an intemul employee promotion. J would also like to combine the
duties principal secretary from the highway department with the seasonal secretary f)'om
the vector department and use one person to cover these duties.

J also recommend not filling the vacant operator position in the Bun'Ulo shop at this time,
I recommend that we cover the blading of those roads with existing st<tff for the
immediate future tUld review the possibility ofrevising our blade mutes to pcnnanently
reduce the number of motor graders we use. I have also not tllled the position vacated
by an operator who retired in 2007 and recommend that we not till that position.

I don't believe the department is currently overstaf1cd, but I do believe the financial times
we are facing in the highway business dictate that we t1nd ways to do more with kss even
when it means reducing the level of service on our lower volume mads,

SUGGESTED MOTION: Approve revised f)AQ and recommended staffing plan.
