<br />SPACE NEEDS ANALYSIS <br />CASS COUNTY COURTHOUSE <br /> <br />1. PURPOSE <br /> <br />The Cass County Commission has requested and contracted for professional <br />services for master planning and a space needs analysis of a proposed west <br />addition to the Cass County Courthouse. Cass County is expecting a master <br />plan which would prioritize space needs for the proposed building addition of <br />approximately 68,000 square feet. The master plan shall be designed for <br />maximum staff efficiency and to enhance employee and public security, In <br />addition, the prioritized needs should include a recommendation for utilization of <br />the 5,000 square feet being vacated on the third flood, south addition in March <br />2008, <br /> <br />2, PROJECT DESCRIPTION <br /> <br />The 1903 Cass County Courthouse currently has land available for a three story <br />west addition of approximately 68,000 square feet with below grade parking, <br />The project will require the consultant to develop an operational analysis of <br />current and future space needs and forecast requirements for an implementation <br />plan, <br /> <br />3. SCOPE OF SERVICES <br /> <br />The scope of work for the space needs analysis will include, but not be limited <br />to, the following items: <br /> <br />1, Overview of the criminal justice system, including the Annex <br />courtroom; <br />2. Inventory and assessment of current buildings, including security and <br />circulation characteristics; <br />3. Data gathering and analysis; <br />4, Forecasting caseload workload, visitor activity and other factors <br />defining long-term needs, for at least the next two decades; <br />5. Space, parking, and operational requirements for a future courthouse <br />addition; <br />6. Travel to Denver to meet with representatives from the National <br />Center for State Courts; and travel to Bismarck to meet with <br />representatives of the State Historical Society regarding courthouse <br />addition; <br />7. Project cost for a future facility; <br />8, Public relations; and <br />9, Preparation and presentation of a final courthouse facility master plan <br />consistent with the funding capabilities of the county to include the <br />possibility of a phased approach. <br />
