<br />Ms. Laurie Sterioti Hammeren <br />February 15, 2008 <br />Page 7 <br /> <br />SUMMARY <br /> <br />When SB 2321 was passed by the North Dakota legislature, Cass County <br />believed the purpose was to allow counties the option to streamline their <br />personnel systems. These proposed regulations do the opposite. Instead <br />of focusing on areas of differences between county and state policy and <br />working to solve those differences, these new policies create a much larger <br />chasm. <br /> <br />We implore the members of this committee to reject the mandates as <br />presented in the proposed amendments to Article 4-07 and attached as <br />Exhibit C. Cass County's goal has always been the operation of an <br />equitable compensation, personnel and payroll package for all employees. <br />Carving out additional exceptions, policies and procedures for Social <br />Service employees will not allow us to consider the "opt out" merit system <br />legislation.
