The purchase card option was <br />approved by the North Dakota Legislature last year, and we have been looking at the <br />advantages of this kind of program in Cass County. We have been cautious in <br />implementing the program but believe it will benefit both the county and some of <br />our vendors. <br /> <br />The advantages for the county include reduced transaction cost in processing bills, <br />reduced number of accounts at merchants, and additional float time between the <br />purchase and the cash disbursement. It is also easier for a lot of our vendors; they <br />will get their payment immediately through the credit card transaction and won't <br />have to submit a billing to the county. <br /> <br />Last year our office wrote over nine thousand checks. We have converted to <br />electronic payments for some items, such as remittances of taxes to other political <br />subdivisions, and this is one more step in streamlining the bill paying process. The <br />county also benefits from a rebate program once we hit a million dollar threshold in <br />credit card purchases in a given year. <br /> <br />The County Auditor's Office will work with departments to implement the program <br />and look for ways to streamline the bill paying process, while at the same time <br />making sure all transactions are legitimate county expenditures charged to the <br />correct budgets within our accounting system. <br /> <br />Sincerely, <br /> <br />~~/~,~ <br />Michael M~~::~r: CPA <br />Cass County Auditor <br /> <br />SUGGESTED MOTION: <br />Move to approve the Purchase Card Policy and include it in the Commission Policy <br />Manual and authorize the Chairman to sign a We/lsOne Commerical Card Agreement <br />for Cass County Government. <br />
