Mr. Strand stated they are calling this Project Pro-Forma and plans <br />are to use the building as a public non-profit facility and to form a non-profit <br />organization under the name of Artist Collective Co-op and Gallery. The Artist <br />Collective Co-op and Gallery will consist of a board which will choose an <br />executive director. The executive director will oversee the entire operation <br />from goal setting to objectives and management of human resources. The <br />basement and first floor would be home to working artists, show/gallery space, <br />performance and rehearsal space, and commercial or non-profit entities <br />partnering as tenants with the third floor used for affordable living apartments <br />for working artists. The parking lot area would be used for weekend art fairs <br />and mini-festivals. Mr. Strand is concerned with keeping the public involved <br />and benefiting the neighborhood as well as the county. The projected cost for <br />renovation is $588,000 with the primary funding source the National Trust for <br />Historic Preservation. Funding would consist of a Perservation Fund Grant and <br />Nation Trust Loan and local financing. Preservation North Dakota will act as <br />interim non-profit fiscal agent while the Artist Collective Co-op and Gallery <br />obtains non-profit status. <br /> <br />Mr. Wolberg, a local working artist with Robert Street Studio stated this facility <br />would provide a permanent working studio for local artists. <br /> <br />Mr. Allmendinger, Kilbourne Group said their organization will assist Project <br />Pro-Forma with the scope of construction work, hiring a design team, and <br />create a financial package. Twenty percent of total project costs can be <br />offered as federal historic tax credit. Dr. Strom asked if the North Dakota State <br />Historic Office had been contacted as there are many limits and regulations in <br />the use of tax credits. Mr. Allmendinger replied they have worked on many <br />historic projects and have found favorable response in the transfer of tax <br />credits. Mr. Wagner asked if the group has a firm dollar commitment for this <br />project. Mr. Allmendinger stated they have secured a $5,000 matching grant <br />through the Preservation Fund Grant and with additional funding through the <br />Historic Preservation Financing as well as local financing the project would be <br />funded. Mr. Strand stated the Kilbourne Group has achieved the $5,000 match <br />for the grant and the loan amount can be as much as $350,000. Mr. Strand <br />would be agreeable to having the commission set a timeline for obtaining <br />adequate funding if his bid were chosen. Mr. Burdick asked who would own <br />the business. Mr. Strand said a non-profit organization would be formed for <br />this project. Mr. Burdick asked if the non-profit would hold the deed to the <br />property. Mr. Strand replied they would. Mr. Burdick asked if Mr. Strand and <br />his group had adequate time to visit the property and determine that the project <br />they are proposing would work. Mr. Allmendinger stated they feel the project <br />would work. Mr. Burdick asked if the non-profit organization would be willing to <br />sign an agreement with Cass County stating the project will be completed as <br />stated. Mr. Strand stated they would. <br /> <br />2) Kent Wild, Wild & Associates, bid-$81 ,900; no contingencies; proposed use- <br />demolish and re-build for residential use. Kent Wild and Mike Wild met with <br />committee members with their proposal to demolish the existing structure and <br />redevelop the site with residential units. Kent Wild stated they are reacting to <br />the need and interest of people wishing to remain in north Fargo. He stated <br />that constructing a building with ten town home units would result in couples <br />
