<br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />319th SECURITY FORCES SQUADRON <br />GRAND FORKS AIR FORCE BASE <br />AND <br />CASS COUNTY SHERIFF'S DEPARTMENT <br /> <br />I. PURPOSE: The purpose of this Memorandum of Understanding (MOU) is to <br />establish policies and administrative procedures between the 319th Security Forces <br />Squadron (319 SFS), Grand Forks Air Force Base, North Dakota, and the Cass County <br />Sheriff's Department, North Dakota. This MOU allows for joint training and mutual <br />assistance between both agencies. <br /> <br />2. JURISDICTION: GF AFB is a closed base with proprietary jurisdiction. Proprietary <br />jurisdiction is defined as: The Federal government has acquired some right or title, but <br />the state has retained sole authority to legislate over the area. Chief, Security Forces <br />works closely with the installation staff judge advocate and local civil authorities to <br />establish protocols for handling civilian violators. The Department of Defense has <br />inherent jurisdiction over military members. Any questions regarding jurisdiction may lie <br />resolved by contacting one of the following: <br /> <br />a. Chief, Security Forces, 319th Security Forces Squadron, (701) 747-4393. Contact <br />through the Security Forces Control Center (SFCC) at (701) 747-5351 after duty hours. <br /> <br />b. Air Force Office of Special Investigations (AFOSI), Det 320, (701) 747-3852. <br />Contact through SFCC at (701) 747-5351 after duty hours. <br /> <br />c. Staff Judge Advocate (SJA) Office, (701) 747-3606. Contact through SFCC at <br />(701) 747-5351 after duty hours. <br /> <br />3. AUTHORITY: Title 18, U.S. Code, delineates jurisdictional authority for federal <br />military installations. <br /> <br />4. AREAS OF COOPERATION: Working within their policies and guidelines the <br />319th Security Forces Squadron and the Cass County Sheriff's Department agree to: <br /> <br />a. Communicate on radio frequencies approved and agreed to by appropriate 319 SFS <br />and Cass County Sheriff's Department authorities. <br /> <br />b. Attend meetings of the other organization to encourage mutual education and <br />exchange information on mission related activities in which they are involved and <br />appoint liaison officers for direct coordination. <br />
