<br />APPENDIX A <br />PAGE 1 OF 2 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHW A Y SAFETY PLAN <br /> <br />PROJECT NO. PHSP4020805 SP 06 Ph 04 <br /> <br />SCOPE OF WORK <br /> <br />The purpose of this contract is to provide funding to the Cass County Sheriff's Department for <br />participation in the mini safety belt and Memorial Day Enforcement Blitz targeting occupant <br />protection violations. Funding for this project is provided through the National Highway Traffic <br />Safety Administration (NHTSA) under the authority of23 U.S.c. 157. The objective of this grant <br />program is to increase seat belt use in North Dakota, for both adults and children, by supporting the <br />implementation of an innovative educational and enforcement project. The success of this project is <br />built upon the strategy that education, along with high visibility and consistent enforcement, is an <br />effective means to change driver behavior and positively impact occupant protection use. <br /> <br />The state of North Dakota will be participating in the mini safety belt and national mobilization. The <br />dates for the enforcement campaigns are: <br /> <br />.:. March 3 1 - April 6 <br />.:. May 19 - June 1 <br /> <br />These campaigns are for the specific purpose of targeting occupant protection violations within the <br />guidelines of North Dakota occupant protection laws. Law enforcement agencies will be required to <br />work overtime activity during this period to create high visibility and ensure public safety. <br /> <br />This contract will reimburse $7,500 for the cost of overtime wages. Overtime wages will be paid at <br />the agency-approved overtime rate. The Cass County Sheriff s Department will be required to submit <br />an activity report to the Office of Traffic Safety (OTS) no later than June 10, 2008. The activity <br />report must be submitted to the OTS prior to reimbursement. Late reports may result in a delay in <br />processing or a reduction in payment. Supporting documentation must be retained at the local level <br />in accordance with audit guidelines. <br /> <br />The Cass County Sheriff's Department will provide a copy of the seat belt policy to the OTS before <br />requesting reimbursement for this activity. All persons reimbursed with traffic safety funds are <br />required to wear seat belts and obey all traffic laws while on official business of the projects. <br />
