The purpose being "for an association conducting a fair under any provision of this chapter shall exhibit agricultural, livestock, horticultural, mining, mechanical, industrial, and other products and resources of the state of North Dakota, including proper exhibits of the arts and sciences, and may exhibit other public displays of human art, industry, and skill. The century code also says that a request can be made ".. ..to pay premiums and expenses that may be awarded on such exhibits at any fair." This enabling language, plus it long history of support by county board of commissioners, results in continued requests for financial support for these purposes. 4-H and extension work has provided a significant presence at fairs, throughout its own history, in support of this purpose and objectives. Even today, a fair provides a fitting place for the extension service to live out it mission "to create learning partnership with youth and adults to enhance their lives and communities." It is through these exhibits, exhibitors and the adult volunteers who provide the guidance; the fair association makes the request for county funding support. The funds provide financial support for exhibits, and exhibit related expenses; beyond the needs of 4-H. Red River Valley Fair Association staff provided the following information.
