4-H and Extension Service Worb with
The Red River Valley Fair Association

The purpose of this report is in response to a motion approved at a December
2007 meeting of the Cass County Commission for the Extension Services Department
"to provide a detailed cost explanation of 4-H activities held on the Red River Fair
Association's grounds and facilities."

With the help of the Red River Valley Fair Association staff we have identified
the major uses of their facilities to carry out Extension Service and 4-H Youth
Development programs held there. The following table is for 2007 but would be typical
for the times and types of uses of the facilities. There are three April 2007 activities
listed at the bottom of the table which are youth audience related but are not directly
connected to the Cass County Extension Services activities and programs, nor
sponsored by our department.

Based on published rate information provided by the Red River Valley Fair
Assn. staff the fees for facility use would have been $9,250.00 for those activities
directly related to the Cass Extension/4-H programs. It should be noted that Cass
County Extension and 4-H has an extensive use of several buildings at the facility
during the Red River Valley Fair. We also use the Horse Arena and the Hog/Sheep
barn extensively for a 2-3 day 4-H Livestock Achievement Days in August. Fair
association staff chose not to assign a dollar amount in the published rates column for
those activities/events because they are so integral to the fair. In the case of the fair
activities, it would be difficult to break some of them out because 4-H youth
involvement is integrated into the activity but not the only participants in the activity.

Published Rate
Date Used Group Building Time Rate Charged
January 4, 2007 4H Dog Club Ag Building 6:45 - 8:00 $200.00 $0.00
February 1, 2007 4H Dog Club Ag Building 6:45 - 8:00 $200.00 $0.00
Ag Building
February 5, 2007 Triple C 4-H Club Lobby 6:00 - ? $200.00 $0.00
February 22, 2007 4H Dog Club Ag Building 6:45 - 8:00 $200.00 $0.00
Ag Building
February 25, 2007 Triple C 4-H Club Lobby 9:00 - 1 :00 $200.00 $0.00
Ag Building
March 5, 2007 Triple C 4-H Club Lobby 6:00 - ? $200.00 $0.00
Schollander
March 15, 2007 4H Dog Club Lobby 6:45 - 8:00 $200.00 $0.00
Ag Building
March 24, 2007 Triple C 4-H Club Lobby 11 :00 - 2:00 $200.00 $0.00
March 29, 2007 CC 4-H Fruit Ag Building 8:00 - ? $600.00 $0.00
Forklift
March 29, 2007 CC 4-H Fruit Service $200.00 $0.00
Schollander
March 29, 2007 4H Dog Club Lobby 6:45 - 8:30 $200.00 $0.00
Ag Building
March 30, 2007 Triple C 4-H Club Lobby 5:30 - 7:00 $200.00 $0.00
Ag Building
April 2, 2007 Triple C 4-H Club Lobby 6:00 - ? $200.00 $0.00
