<br />Commission Minutes-December 17, 2007 3305 <br /> <br />10. BUDGET ADJUSTMENTS, 2007 year end adjustments approved <br />Mr. Montplaisir reviewed year-end budget adjustments with the board. The county road <br />fund request is due to an unanticipated expenditure for road improvements associated with <br />the Tharaldson Ethanol Plant and the vector control adjustment is needed because more <br />larvaciding was completed in 2007 than originally planned. County Engineer Keith Berndt <br />was present and provided the board with updated 2007 budget figures for the road and <br />bridge fund. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to amend the 2007 Cass <br />County budget as noted in correspondence from the county auditor <br />dated December 7, 2007, to the General Fund, County Road Fund, State's <br />Attorney Asset Forfeiture Fund, Sheriff Asset Forfeiture Fund, 911 <br />Service Fund, Vector Control Fund, Document Preservation Fund, and <br />Jail Commissary Fund. On roll call vote, the motion carried <br />unanimously. <br /> <br />11. SHERIFF'S DEPARTMENT, 2008 adjustment for jail mental health collaborative <br />project approved <br />Glenn Ellingsberg, Chief Deputy, was present. He said the request for a budget adjustment <br />today is for the jail mental health collaborative project approved by the county commission <br />earlier this year. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve a 2008 budget <br />adjustment for the Justice and Mental Health Collaborative Grant with <br />revenues of $90,000 and expenditures of $90,000 and establish a non- <br />lapsing fund to track these fiscal transactions. On roll call vote, the <br />motion carried unanimously. <br /> <br />12. EMPLOYEE ASSISTANCE PROGRAM, Contract with The VillaQe approved <br />County Administrator Bonnie Johnson said during the 2008 budget session the commission <br />included $12,000 for an Employee Assistance Program (EAP). She developed a request for <br />proposals (RFP) which was sent to four vendors as well as publishing the RFP in the public <br />notice section of The Forum. The document was also sent to department heads for their <br />review and the state's attorney helped in drafting an agreement for services. Two vendors, <br />The Village Family Service Center and Lutheran Social Services of Duluth, replied to the <br />RFP. The surrounding jurisdictions were contacted for reference checks and The Village <br />was given positive reviews. She recommends the board approve a contract with The <br />Village as they submitted a complete RFP and signed contract. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to authorize the chairman to <br />sign a contract with The Village Family Service Center for an Employee <br />Assistance Program, effective January 1, 2008. On roll call vote, the <br />motion carried unanimously. <br /> <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve Voucher No. <br />222,675 through Voucher No. 223,064. On roll call vote, the motion <br />carried unanimously. <br />
