Road Advisory Minutes-December 3, 2007

ROAD ADVISORY COMMITTEE
DECEMBER 3, 2007-1 :05 PM

1. MEETING TO ORDER
Commissioner Darrell Vanyo called a meeting of the Road Advisory Committee to order
at 1 :05 PM on Monday, December 3, 2007, in the Commission Room, Cass County
Courthouse. Members were present as follows: Vern Bennett, Ken Pawluk, Robyn
Sorum, Scott Wagner, Darrell Vanyo, Keith Berndt, Rich Sieg, Jurgen Suhr and Mark
Johnson. Scott Saewert was absent. Also present was Captain Mike Argall from the
Sheriffs Department.

2. CASS COUNTY HIGHWAY 17 AND HIGHWAY 6, Additional information reauested
before decision on roundabout intersection
Mr. Berndt said in April the committee discussed a roundabout at the intersection of
Cass County Highway 17 and Cass County Highway 6 (52nd Avenue South). He
showed some video of roundabouts used in different parts of the country. He believes it
will provide a safer and more efficient intersection at this location. SRF Consulting, the
firm designing improvements to County Highway 17, believes a roundabout is a viable
solution. Mr. Berndt provided cost estimates for different options: $348,000 for a
conventional signalized intersection; $241,000 for a roundabout; and $164,000 for a
conventional non-signalized intersection. He said a non-signalized intersection will be
installed initially if a roundabout is not used, and that signals would likely be required in
the foreseeable future.

Captain Argall is concerned with traffic flow during peak times of the day for those
entering from County 6 onto County 17. He also asked how ice and snow conditions will
affect traffic using a roundabout.

Mr. Pawluk is concerned with educating the public on how to use this type of
intersection. He suggested the consulting firm be asked to provide additional
information on how traffic will flow using the current vehicle numbers. Mrs. Sorum
questioned whether farm equipment, i.e. tractors, will fit on this type of intersection. Mr.
Wagner suggested the Sheriffs Department be involved to help with this process.

The consensus of the group was to postpone a decision until additional information is
provided to answer questions regarding agricultural equipment, climate elements, and
traffic flow concerns.

3. ADJOURNMENT
There being no further business, the meeting was adjourned at 1 :50 PM.

Minutes prepared by Heather Worden, Administrative Assistant
