APPENDIX A PAGE 1 OF 2 AGREEMENT FOR PARTICIPATION IN THE NORTH DAKOTA HIGHWAY SAFETY PLAN PROJECT NO. PHSP4020802 SP 08 PH 01 SCOPE OF WORK The purpose of this contract is to provide funding to the Cass County Sheriff's Office for the purchase of one speed display radar trailer. The purpose of the speed trailer is to educate drivers on their rate of speed to pro actively reduce speeding. Coordinated enforcement activities must emphasize safety belt use and speed. An evaluation report on safety belt and speed citations issued in comparison to the previous year must be submitted to the Office of Traffic Safety (OTS), North Dakota Office of Transportation, 608 East Boulevard Avenue, Bismarck, ND 58505-0700. The report is due on October 31, 2008, and must include speed citations, safety belt citations, and related citations from the first day of the month following the date oj this contract, through September 30, 200' Information and statistics regarding citations must be retained for up to a year after the purchase of the unit for further evaluation. The reimbursement voucher is due no later than 60 days after the end of the month in which expenses occurred. If documentation is not submitted to the OTS by November 14, 2008, payment will be denied. Supporting documentation must be retained in accordance with audit guidelines. The Cass County Sheriff's Office will be responsible for ordering the equipment. Control over and maintenance of equipment purchased with traffic safety funds will be the direct responsibility of the Cass County Sheriff's Office. Any equipment purchases required to be maintained on equipment inventory should be available for inspection. The agency is encouraged to fol1ow the guidelines for vehicular pursuits issued by the International Association of Chiefs of Police that are currently in effect. If the agency has a policy related to vehicular pursuit, a copy must be provided to the Office of Traffic Safety. All persons reimbursed with traffic safety funds are required to wear safety belts and obey all traffic laws while on office business of the project. The Cass County Sheriff's Office must have a mandatory safety belt policy and provide a copy prior to any reimbursement.
