<br />APPENDIX A <br />PAGE 1 OF 2 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHWAY SAFETY PLAN <br /> <br />PROJECT NO. PHSP4020802 SP 08 PH 01 <br /> <br />SCOPE OF WORK <br /> <br />The purpose of this contract is to provide funding to the Cass County Sheriff's Office for the <br />purchase of one speed display radar trailer. The purpose of the speed trailer is to educate drivers on <br />their rate of speed to pro actively reduce speeding. <br /> <br />Coordinated enforcement activities must emphasize safety belt use and speed. An evaluation report <br />on safety belt and speed citations issued in comparison to the previous year must be submitted to the <br />Office of Traffic Safety (OTS), North Dakota Office of Transportation, 608 East Boulevard Avenue, <br />Bismarck, ND 58505-0700. <br /> <br />The report is due on October 31, 2008, and must include speed citations, safety belt citations, and <br />related citations from the first day of the month following the date oj this contract, through <br />September 30, 200' Information and statistics regarding citations must be retained for up to a year <br />after the purchase of the unit for further evaluation. The reimbursement voucher is due no later than <br />60 days after the end of the month in which expenses occurred. If documentation is not submitted to <br />the OTS by November 14, 2008, payment will be denied. Supporting documentation must be <br />retained in accordance with audit guidelines. <br /> <br />The Cass County Sheriff's Office will be responsible for ordering the equipment. Control over and <br />maintenance of equipment purchased with traffic safety funds will be the direct responsibility of the <br />Cass County Sheriff's Office. Any equipment purchases required to be maintained on equipment <br />inventory should be available for inspection. <br /> <br />The agency is encouraged to fol1ow the guidelines for vehicular pursuits issued by the International <br />Association of Chiefs of Police that are currently in effect. If the agency has a policy related to <br />vehicular pursuit, a copy must be provided to the Office of Traffic Safety. <br /> <br />All persons reimbursed with traffic safety funds are required to wear safety belts and obey all traffic <br />laws while on office business of the project. The Cass County Sheriff's Office must have a mandatory <br />safety belt policy and provide a copy prior to any reimbursement. <br />
