COMMISSION POLICY MANUAL, Section 13.71 added on permit approval Birch Burdick, State's Attorney, handed out a draft commission policy change allowing for a limited delegation of powers in order to streamline the county permit process. The policy would authorize the commission chair, or the vice chair in the chair's absence, to approve or disapprove special use permits without a full meeting of the commission in instances where an event is scheduled to take place before the next regular board meeting. Any permit approved in this manner would be placed on the next regularly scheduled commission meeting agenda for review by other board members. The limited delegation of powers would apply to permits for serving alcohol at special events or for use on a Sunday, local permits for gaming purposes and permits for the public display of fireworks. MOTION, passed Mr. Vanyo moved and Mr. Wagner seconded that the Cass County Board of Commissioners approve a new commission policy authorizing a limited delegation of powers to the chair, or the vice chair in the chair's absence, to approve or disapprove certain permits for serving alcohol, gaming and the public display of fireworks. On roll call vote, the motion carried unanimously. 20. VOUCHERS, Approved MOTION, passed Mr. Wagner moved and Mr. Meyer seconded to approve Voucher No. 183,496 through No. 183,892. On roll call vote, the motion carried unanimously. 21. COUNTY WEBSITE DEMONSTRATION Terry Schmaltz, Information Technology Manager, demonstrated the re-design of the county website and proposed making it available to the public beginning February 1 st. He thanked the commission, on behalf of the North Dakota Association of Counties, for allowing the association to support Cass County's technology needs. 22. CULTURAL DIVERSITY; PERSONNEL POLICY REVIEW; MEETING UPDATES, Committee reports Bonnie Johnson, County Coordinator, said several agencies are working to assemble a list of language interpreters on a 24-hour basis, seven days a week, due to cultural diversity. Mr. Bennett suggested reviewing the county's fair treatment policy and employment laws. A personnel overview committee meeting will be scheduled for January 20, and Mrs. Johnson said she will add the fair treatment policy discussion to the agenda. As President of the North Dakota Association of Counties, Mr. Montplaisir said he will be attending meetings in Washington, D.C. this week. He will also be in Bismarck next week for HA V A meetings. 23.
