COMMISSION POLICY MANUAL, Section 13.71 added on permit approval <br />Birch Burdick, State's Attorney, handed out a draft commission policy change allowing for a <br />limited delegation of powers in order to streamline the county permit process. The policy <br />would authorize the commission chair, or the vice chair in the chair's absence, to approve or <br />disapprove special use permits without a full meeting of the commission in instances where <br />an event is scheduled to take place before the next regular board meeting. Any permit <br />approved in this manner would be placed on the next regularly scheduled commission <br />meeting agenda for review by other board members. <br /> <br />The limited delegation of powers would apply to permits for serving alcohol at special events <br />or for use on a Sunday, local permits for gaming purposes and permits for the public display <br />of fireworks. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded that the Cass County Board <br />of Commissioners approve a new commission policy authorizing a limited <br />delegation of powers to the chair, or the vice chair in the chair's absence, <br />to approve or disapprove certain permits for serving alcohol, gaming and <br />the public display of fireworks. On roll call vote, the motion carried <br />unanimously. <br /> <br />20. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to approve Voucher No. <br />183,496 through No. 183,892. On roll call vote, the motion carried <br />unanimously. <br /> <br />21. COUNTY WEBSITE DEMONSTRATION <br />Terry Schmaltz, Information Technology Manager, demonstrated the re-design of the county <br />website and proposed making it available to the public beginning February 1 st. He thanked <br />the commission, on behalf of the North Dakota Association of Counties, for allowing the <br />association to support Cass County's technology needs. <br /> <br />22. CULTURAL DIVERSITY; PERSONNEL POLICY REVIEW; MEETING UPDATES, <br />Committee reports <br />Bonnie Johnson, County Coordinator, said several agencies are working to assemble a list <br />of language interpreters on a 24-hour basis, seven days a week, due to cultural diversity. <br /> <br />Mr. Bennett suggested reviewing the county's fair treatment policy and employment laws. A <br />personnel overview committee meeting will be scheduled for January 20, and Mrs. Johnson <br />said she will add the fair treatment policy discussion to the agenda. <br /> <br />As President of the North Dakota Association of Counties, Mr. Montplaisir said he will be <br />attending meetings in Washington, D.C. this week. He will also be in Bismarck next week <br />for HA V A meetings. <br /> <br />23.
