Vanyo
West Fargo, North Dakota

Robyn Sorum
Horace, North Dakota

Heather Worden
Commission Assistant

Cass County Commission

FROM:

Paul D. Laney, Cass County Sheriff
Bonnie Johnson, County Administrator

DATE:

October 31, 2007

SUBJECT:

Joint Dispatch Center COPS grant matching funds

----------------------------------------------------------------

As you may know from previous discussions, Cass County has been working with all
the members of the Red River Regional Dispatch Center and has obtained, through
the City of Fargo, a $3 million COPS grant which has been dedicated to the dispatch
center for an improved Computer Aided Dispatch/Record Management System
(CAD/RMS).

The $3 million grant has a local match amount of $750,000. The proposal at hand is
to have each jurisdiction participate in the amount of 20%, which, for Cass County,
would mean a share of $150,000.

Since the COPS grant has a three-year spending window, it would be the intent to
budget this money in the next sheriff's budget cycle. However, we need to issue our
letter of intent at this time so that Fargo can secure the money by the end of
November.

We have sent you numerous emails about the ongoing discussions on this grant but
are available to answer any questions. Sheriff Laney is unable to attend the meeting
due to an out of town commitment, so County Administrator Bonnie Johnson will
handle this item.

SUGGESTED MOTION:
Move to authorize Chairman Wagner to sign a letter of intent for $150,000 of Cass
County local match funds for the $3 million COPS grant to be used for a new
CAD/RMS at the Red River Regional Dispatch Center; and the letter shall be
forwarded to Assistant Chief Todd Osmundson of the Fargo Police Department, who
is the grant manager, by November 15, 2007.

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108 K:\BJIJOINT DISPATCH COPS GRANT MEMO.doc

701-241-5609
Fax 701-241-5728
www.casscountygov.com
