I'm
recommending that the County purchase the land and that it be maintained
as deep rooted prairie grass to minimize future erosion. The erosion has
resulted from culverts through a Reed/Raymond Township road installed
several years ago by Reed Township.

In 2001 the County closed a township bridge in Reed Township due to its
failing condition with no plans made to replace the structure. Reed
Township completed improvements to 1 Y:z miles of township road that
provided the alternate access to 4 residences with financial help from the
County. As a part of the improvement project, Reed Township installed a
number of used culverts that they received from the County for minimal
cost. (See attached County Engineer report from January 2002)

During severe flooding, the breakout water from the Sheyenne River
flowing through these culverts has caused considerable erosion on 3 acres
land. The recommendation for the County to purchase the land is based
on the premise that the County made the decision not to replace the bridge
which necessitated the road improvements completed by the Township.

We have not completed an appraisal of the land, but I would estimate the
land to have a value of approximately $3,000 per acre ($9,000 total for the
3 acres).

SUGGESTED MOTION: Approve request and direct County Engineer
to proceed with acquisition of 3 acres of land in section 13 of Raymond
Township.
