I'm forwarding an email
that I had send the Deb last March. She said their Planning and City Commission are in favor of limiting the access pOints
as I've suggested in my emai!. Feel free to share this with the Chair or all Commissioners if they'd like additional
information on this matter.

Keith

From: Berndt, Keith
Sent: Thursday, March 01, 2007 4:58 PM
To: 'cityofkindred@msn.com'
Subject: Cass 15 Access Points

Deborah,

This confirms our telephone conversation regarding what would be recommended and allowable for access to Cass 15 in
Kindred between Sheyenne Street and Highway 46. We normally restrict new access locations to 1 per 1/4 mile. Given
the existing conditions in this location, I believe a deviation from the policy would be appropriate. With this in mind, we
would approve an additional access point north of the Cenex facility that is aligned with either the funeral home entrance
or the elevator entrance. We would approve a combined access on the South side of the Cenex facility and one
additional access either shared with the existing farm access or somewhere between the Farm Access and the Cenex
driveway.

I neglected to mention during our telephone conversation that the County is not able to participate in the cost of the new
access points. We can provide guidance on the appropriate design standards, but the cost of the driveways would be up
to the developer or the City. Turn lanes would not be required at this point. If at some future date turn lanes were
necessary due to higher volumes of through traffic and high numbers of turning movements, it is likely that we'd ask the
City to participate in the cost of turn lane construction.

"m glad that the City of Kindred is experiencing new growth. Good Luck. Let me know if there is anything I can do to
assist.

Keith Berndt
Cass County Engineer
701.298.2372
berndt@co.cass.nd.us

1
