North Dakota
Departlllent of Transportation

Francis G. Ziegler, P.E.
Director

John Hoeven
Governor

October 15, 2007

Board of County Commissioners

2008-2009 REVISED FEDERAL AID PROGRAM

Enclosed is a revised program sheet which shows the amount of money that your county has
accumulated in its federal aid account, or could have accumulated by 2009. The sheet also
indicates projects you have identified for 2008 and beyond.

The North Dakota Association of Counties had their annual convention in Bismarck October 7 -
October 9,2007. The Local Government office was able to go over the proposed projects with
most of the counties during the convention. Based on the large number of request for advanced
funding for projects, high inflation rates, and limited federal funding, we are unable to advance
federal aid for nearly all of next year's projects.

As a reminder, bridge replacement projects must have a sufficiency rating less than 50 and be
structurally deficient to qualify. If the structures you choose to replace do not have the lowest
ratings in your county, you must justify why you are choosing them over the lower rated bridges
and they must also be justified if there is another close route available in the area.

Please review your enclosed program sheets and make any changes needed. Please return a
signed copy to our office by December 14,2007.

If you have any questions, please call me at 328-4334.

Da--~

..
